Sr Project Controls Leader - Department Manager

Overview HNTB’s Washington Office seeks a Project Controls Manager to lead an active department of project controls professionals in estimating, scheduling, and document control. The role involves managing staff, department budgets, staff development, and business development efforts while collaborating with construction management, clients, and design project and program managers. Responsibilities Establish and manage the project controls staff assigned to the project, covering budget/cost estimating, scheduling, document control, information systems, risk management and claims analysis. Create, edit, and publish guidelines, manuals, and documents for project staff, including the Project Management Plan, Project Controls Manual, and Monthly Project Progress Reports. Develop and maintain relevant project controls procedures and work instructions. Supervise scheduling efforts, including preparation and analysis of schedule baseline, progress schedules, specialty schedules, schedule analysis, and project progress reporting. Assist in or direct preparation of specialty schedules, project labor forecasts, and cash flows. Oversee cost efforts, including guidance and oversight of the cost management system, preparation of cost report templates, and issuance of monthly Cost and Change Management report deliverables. Analyze variances in cost and schedule performance and design/construction changes against baseline estimates and schedules, communicating reasons for variances to relevant management entities. Identify trends and deviations, recommending corrective actions and recovery plans for schedule/cost impacts or delays. Manage and maintain the implementation and utilization of project controls systems such as PMCS, document control, cost and scheduling systems. Develop and maintain a cost estimating capability and supervise estimating efforts, including construction estimates, independent cost estimates, and scenario analysis. Oversee development and maintenance of an automated system for efficient capturing, storing, retrieval, and reporting of technical and business information, including cost and schedule status. Supervise document control efforts, administering, filing, and archiving engineering, procurement, and construction documents, reports, deliverables, invoices, and other business policies and procedures. Develop and produce weekly, monthly, and special reports for the client and PM staff to monitor progress and project status, integrating contractor input. Prepare the PM for internal and external meetings by providing reports, analysis, and backup documentation, assisting in project management and dissemination of information to the PM, client, and stakeholders. Recruit, hire, develop, and retain staff, including developing plans for staff reporting, performance and compensation reviews, and succession for a medium‑size project controls department or group. Qualifications Bachelor’s degree in Engineering, Architecture, Construction Management, or Business and 10 years of related experience, or 14 years of related experience in lieu of education. Seven (7) years of engineering, construction, or architecture & engineering project controls experience, including two or more of the following: scheduling, cost estimating/budget control, and document control. One or more of the following AACE certifications: PSP, EVP, CCP, CEP, or DRMP. Project controls leadership experience. Experience on mega (e.g., $500M+ in construction costs) and/or highly complex capital projects or programs. Experience effectively leading medium‑sized teams and collaborating with other leaders, staff, and large clients. Project controls experience in all phases of the project lifecycle (pre‑design, design, procurement, construction, and post‑construction). Experience working as a client’s PM/CM agent (providing program management/construction management services) or as part of a design‑build contractor (or equivalent design and construction experience). Preferred Qualifications Advanced project controls expertise and mastery of PMCS, document control, cost, and scheduling systems. Demonstrated record of driving continuous improvement and implementing best practices within a project controls department. Strong analytical, problem‑solving, and communication skills, capable of explaining complex technical information to both technical and non‑technical audiences. Experience leading the development of automated tools and dashboards for timely reporting to senior leadership and clients. Background in large, multi‑disciplinary infrastructure projects with complex scopes and high value. Location & Pay Bellevue, WA (Seattle) or Lacey, WA. Approximate pay ranges: Greater Seattle Metro Area $207,686 – $331,759; Olympia, WA $180,597 – $288,486; Nationwide $180,597 – $360,607.
