Advanced Practice Nurse

Commander, Navy Installations Command

Summary

This position is located in the Pre-service Unit within the Medical Clearance Division under the Office of Volunteer Health, Peace Corps' Headquarters, Washington DC. The incumbent will conduct comprehensive medical reviews of applicants with medical conditions requiring medical care and accommodation in the country of service. The incumbent oversee the medical clearance screening guidelines and revise on an ongoing basis based as the medical science and country health resources change.

Duties

Help

The Advanced Practice Nurse performs the following major duties:

  • Independently performs certified nurse practitioner functions by reviewing and clearing Invitee medical cases in systems such as MAXx and providing medical guidance to support timely processing of the medical advisor queue.
  • Conducts clinical assessments of submissions from Pre-Service Nurses, ensures clarity and completeness of medical documentation, and collaborates with stakeholders to collect additional information needed for case evaluation.
  • Provides determinations and medical recommendations for standard to moderately complex cases, and elevates complex or atypical cases to supervisors or specialists to support consistent and timely decision-making.
  • Serves as an occupational health subject matter expert by contributing to the development of OSHA-compliant policies and procedures, advising on accommodations for Invitees with medical or mental health conditions, and supporting creation of country medical resource survey questions.
  • Leads quality improvement activities by reviewing and updating medical screening guidelines, interpreting policy impacts, adjusting medical country sort lists, and developing procedures and instructions for use of screening guidelines.
  • Supports agency compliance with the Rehabilitation Act by revising policies and guidelines to ensure individualized case review and serving as a subject matter expert to assist OGC and DOJ with development of compliant agency procedures.

Basic Requirement for the 0610 Job Series (FP-03 / GS-13 Level): In order to qualify, you must meet the education and experience requirements described below:

EDUCATION

A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education(external link), Council on Accreditation of Nurse Anesthesia Educational Programs(external link), Accreditation Commission for Midwifery Education(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.

Degree from Foreign Nursing School : Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.

Advanced Practice Nurse Positions: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher-level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position.

Areas of specialties for positions include, but are not limited to, Acute Care, Anesthesia, Community Health, Family, Geriatric, Home Health, Midwifery, Neonatal, Oncology, Pediatric, Psychiatric, Allergy and Immunology, Women's Health, Cardiovascular, Dermatology, Occupational Health, Orthopedic, Respiratory, or other specialties identified for the position.

Basic Requirements for the GS-12 (or equivalent) Grade Level

In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level.

Specialized Experience at the FP-3 (GS-13) Level: To qualify for this position at the FP-3 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-4 or GS-12 . This experience must be directly related to the work of the position and must have equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of the role.

Specialized experience includes:
  • Experience managing medical review operations as a certified nurse practitioner, including evaluating Invitee medical cases within systems such as MAXx and providing clinical recommendations.
  • Experience conducting detailed assessments of medical submissions from Pre-Service Nurses by reviewing documentation for completeness and accuracy and coordinating with stakeholders to support comprehensive case evaluations.
  • Experience making determinations on standard to moderately complex medical cases and escalating complex or high-risk cases to supervisors or specialists to ensure policy-compliant medical clearance decisions.
  • Experience leading quality improvement and policy development efforts by reviewing and revising medical screening guidelines, interpreting policy impacts, and developing SOPs and guidance.
  • Experience serving as an occupational health subject matter expert by contributing to OSHA-compliant policy development, advising on accommodations for individuals with medical, mental health, or disability-related needs, and facilitating communication among OHS, regional, and country-level staff.

Licensure

For all grade levels and positions, applicants must have passed the National Council Licensure Examination(external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Additional License Requirements for Advanced Practice Nurse Positions: Applicants for Advanced Practice Nurse positions must be licensed or registered by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position.

Time-in-Grade Requirements: Current or former Federal employees, including Peace Corps employees, must meet applicable Time-in-Grade requirements to be eligible for this position. For positions above the FP-09 (GS-05) level, you must have completed at least one year (52 weeks) at the next lower grade in the normal line of progression for the position to which you are applying.

All current or former Federal employees, including internal employees, must provide a copy of their SF-50(s), "Notification of Personnel Action," to demonstrate that you meet Time-in-Grade requirements. For more information, refer to the "Required Documents" section below.

  • This is a bargaining unit position.
  • The minimum and maximum salaries listed on this announcement includes locality pay.
Peace Corps Information:
  • This is a federal civilian position in the Excepted Service, and the incumbent will serve as a member of the Foreign Service.
  • Peace Corps employees are paid under the Foreign Personnel (FP) pay system, which differs from the General Schedule (GS) pay system. In the FP pay system, lower grade level numbers indicate higher levels of responsibility and pay. The FP-09 is the lowest, entry-level, grade and the FP-01 is the highest, senior-level, grade.
  • If you are a current federal employee, your agency may grant you reemployment rights in accordance with Section 310 of the Foreign Service Act, 22 USC 3950. You must request and be granted reemployment rights prior to separation from your current federal agency.
  • If this is your first federal appointment, you may request credit for prior applicable non-federal service toward your leave Service Computation Date. Approval of credit must be granted prior to your first federal appointment and is subject to agency review and documentation requirements.
