Regional Operations Coordinator - Administrator IV

This position is open only to Colorado state residents. Position Overview This position is instrumental in region‑wide change initiatives and DYS policies and procedures. It provides DYS representation that offers division knowledge and input with outside partnering agencies, supports the Regional Services team by being a key decision‑making member of internal and external committees, and works to establish working relationships with CDHS departments to best serve our youth and families. The role plays a solution‑focused role for the regions, addressing all elements affiliated with case management, providing coaching to regional staff, mentoring opportunities for professional development, and serving as a subject‑matter expert on regional procedures and protocols. When support is needed in an MDT or Youth Progress Review, the position works closely with professionals involved with the youth to provide guidance and alternative solutions to honor the risk assessments identified needs as well as the Treatment Plan and Youth Development Plan. The role acts as a liaison between the regions, behavioral health, and education to provide statewide collaborative solutions and decision making throughout the MDT process. Regional Practices Support Expertise in the risk needs and responsivity approach. Designing and monitoring case management tools and forms. Understanding juvenile justice processes required for Aggravated Juvenile Offenders (AJO), Violent Offenders, and Offense Specific youth. Implementation of Motivational Interviewing. Ongoing family engagement. Recruitment and connection with community providers. Knowledge of laws and rules related to the Children’s Code and DYS policies. Support for Victim Offender Dialogue/Preparation and improving Victim Impact practices. Coordination with Regional Services Administrator to ensure each region meets the minimum required services and initiative‑based changes. Providing a supportive link from the four regions and Fostering Youth Success Voucher program, including case management standards and procedures for youth in vouchers and on the waitlist. Supporting regional change initiatives, statute changes, regional operating procedures, and community initiatives by providing professional education to address policies and procedures. Providing support to client managers to ensure fidelity of the Multi‑Disciplinary Team (MDT) model and collaborating with the Regional Compliance Coordinator for coaching opportunities. DYS Representation & Decision Making Participation in community forums to keep the public informed of regionally based programs and services. Providing contracted providers with regional specific educational materials and assisting with the 480 budget Committee. Representing DYS Regions on external and internal committees. Providing DYS representation when working with external agencies and other CDHS partnering divisions. Attendance at juvenile parole hearings and providing professional feedback and support to regional staff. Researching and analyzing best practice in transitioning youth from residential settings to parole. Coordinating, developing, and overseeing the implementation of consistent transition practices across all 4 Regions. Project Coordination & Staff Authority Taking a leadership role in collaborating with regional champions and representatives to lead change initiatives. Providing coaching and guidance to champions during change implementation. Providing on‑site support to regional office staff during change initiatives. Providing leadership to Regional staff (Client Manager/Parole Officers and Program Managers). Analyzing, recommending, and overseeing implementation of modifications and improvements to the Client Management and Parole systems to align with evidence‑based best practices. Creating and facilitating Champion committees and subcommittee meetings. Policy and Procedure Development Analyzing, reviewing, consolidating and streamlining Division policy governing the Client Management and Parole systems. Developing new Division policy and procedures in the Client Management and Parole systems where procedures have not previously existed. Continuously assessing procedures to ensure consistent statewide Client Management and Parole practice. Other Duties As Assigned Supporting Regional leadership directives and initiatives. Work within Trails Mod for case management. Providing flexible support to regional staff with supervision of youth on parole. Minimum Qualifications Seven (7) years of relevant experience in an occupation related to the work assigned to this position. Preferred Qualifications Experience in case management, DYS, and/or working within the Juvenile Justice System. Knowledge of the Children’s Code and DYS policies. Knowledge of Motivational Interviewing and Trauma Informed Care and/or Response. Experience with program management involving multiple agencies, departments, contractors or organizations. DYS Regional Experience. Conditions of Employment Full background checks including CBI name check and fingerprint check, ICON Colorado court database, Medicare fraud database, reference checks, professional license verification, drug screen, PREA, Trails check, and CAPS. Motor Vehicle Record Check required (drive a state fleet or non‑state fleet vehicle for State business purposes). Minimum age of 21 years. Current and valid, non‑restricted Colorado Driver’s License. Travel across statewide regional offices and attendance at meetings at different locations. Completion of the DYS Pre‑service Training Academy, Field Training Program (FTO), and mandatory annual training in all subject areas. Administration of the Diana Screen, a sexual risk screening tool for all applicants seeking positions of trust with children and teens.
