Principal Procurement Quality Control Advisor and Consultant

Major Duties Include, But Are Not Limited To The Following:

• Serves as the principal procurement quality control advisor and consultant for the program office, ensuring acquisition management and staff remain apprised of and adhere to procurement policy and other guideline changes, including changes to the Federal Acquisition Regulation (FAR), GSA Acquisition Manual, and regulatory supplements as necessary. Stays current with new and emerging procurement issues, problems, and changes and prepares program office supplemental guidance. Researches and responds to new and updated federal, agency, and bureau guidelines (e.g., laws, regulations, policies).
• Participates in the development and establishment of comprehensive program office acquisition and contract management quality control policies and other guidelines to facilitate ensuring compliance with federal statutes and regulations. Conducts studies, research, analyses, and evaluations of program office acquisition operations to identify issues related to practices, processes, and procedures that deviate from prescribed policies, directives, or other guidelines. Directs or recommends corrective actions for such deviations and monitors progress in their implementation. Initiates, develops, recommends, and/or implements changes to acquisition policies, processes, and procedures.
• As the principal program office subject-matter expert on procurement quality controls, provides authoritative advice and guidance to a wide variety of management and staff officials. Extends existing contracting techniques and develops guidance for use by other contracting personnel in solving procurement problems involving a diverse range of program office issues, projects, and operations.
• Applies a wide range of qualitative and/or quantitative methods to assess and improve effectiveness of acquisition program and management processes, projects, and systems. Reviews management acquisition goals and objectives, monitors the sequence and timing of key acquisition program events and milestones, and evaluates overall program office operations, progress, and contributions in terms of quality control for agency and federal centralized acquisition goals.
• Provides technical and administrative supervision to a division through subordinate supervisors. Evaluates the workforce in relation to current and projected volumes and types of activities and makes recommendations to higher-echelon management regarding current and long-range program and resource requirements. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, the capabilities of employees to ensure timely completion of milestones and mitigate risks.
