Job Summary Date: May 4, 2026 Location: Austin, TX Agency: Health & Human Services Commission (HHSC) Functional Title: Manager II - Financial Officer, Job Title: Manager II Department: Accounting/Financial Services Posting Number: 16523, Closing Date: 06/03/2026 Salary Range: $5,098.66 - $8,304.83 per month Responsibilities Manage the daily operations and activities of the financial team in the HSCS non‑regional accounting office, setting performance measures and ensuring goals are met (40%). Oversee the facility budget and coordinate with facility staff to provide financial information to HSCS management and recommend budget adjustments as needed (30%). Perform related work as assigned professionally, accurately, and timely; participate in mandatory training and monitor compliance with federal and state law, Comptroller guidelines and HSCS financial policies (20%). Set daily output goals for deposit processing and fund account review, develop and approve financial reporting schedules, and ensure accuracy of financial outputs (10%). Assist in disaster response, continuity of operations, or other agency‑level responsibilities as required, which may include alternate shift patterns or location assignments. Knowledge, Skills and Abilities Knowledge of local, state, and federal laws and regulations relevant to the financial operation of a public entity; understanding of public administration principles. Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, and proficiency with computers and applicable software. Ability to manage financial operations and reporting; establish goals and objectives; devise solutions to administrative problems; develop and evaluate policies and procedures; prepare reports; communicate effectively; and plan, assign, and supervise others. Qualifications Experience in the management of financial operations of a business, agency, or department. Graduation from an accredited four‑year college or university with major coursework in accounting, business, or finance (preferred; education and experience may be substituted). Minimum age of 18 years; male applicants aged 18–25 must register with Selective Service. Must pass required background checks and pre‑employment screening, including fingerprint, drug screen and relevant registry checks. Willingness to work overtime, extended hours, weekends, and holidays; flexibility in work hours may be required.
