Health Care Services Program Manager

Hybrid location: Oregon, Washington, Idaho, or Utah. The Health Care Services (HCS) Program Manager works within the Health Care Services team to direct, oversee, and organize the success of one or more complex clinical programs (e.g. cost stewardship, specialty pharmacy, care management). The role supports an HCS executive or program sponsor to meet deliverables, improve care quality, enhance consumer experience, and reduce cost. Responsibilities include managing program initiatives from inception to sustainment, and overseeing program evaluation, development, processes, and reporting throughout all phases. Qualifications Bachelor's Degree in Business, Health Care Administration, or a related field (Master's preferred) 5+ years of experience in project and/or program management within healthcare, health insurance operations, or another large, complex industry; experience in clinical areas preferred. Equivalent combination of education and experience acceptable. Skills and Attributes Analytical thinking with application of project management and financial techniques, providing strategic recommendations. Cross‑functional coordination across all levels of the organization to drive solutions and resolve issues efficiently. High‑profile project management, risk mitigation, and reporting of program deliverables. Strong data analysis skills to develop options, recommendations, and action plans. Independent definition, development, management, and reporting of processes and metrics. Relationship building to accomplish goals through effective controls and monitoring. Partnerships with external vendors and partners. Familiarity with health plan and clinical terminology, operations, and trends. Excellent communication and facilitation skills with all levels of the organization, including stakeholder consensus building. Solid knowledge of program evaluation concepts and methodologies, with experience in effectiveness analysis, measurement, and reporting. Experience with AI tools and technologies to enhance productivity and decision‐making (highly desired). What You Will Do Work closely with project sponsors, cross‑functional teams, and project managers to plan scope, deliverables, resources, budget, and timelines for new initiatives. Effectively manage internal and external stakeholder relationships to pursue desired outcomes. Lead program and project teams to identify risks and opportunities across multiple initiatives or workstreams, ensuring program goals are reached. Educate and train leadership, staff, business associates, and stakeholders on new program elements, processes, and implementation. Maintain a system for ongoing data/statistical reporting and program assessment; develop and communicate program documents and project plans. Collaborate with internal program leaders, senior management, and cross‑functional managers/directors to develop monitoring and assessment protocols, recommending program and process changes as appropriate. The expected hiring range for a Health Care Services Program Manager is $92,700 – $125,400, depending on skills, experience, education, and training; relevant licenses or certifications; and performance history. The bonus target for this position is 15%, with a full salary range of $87,000 – $142,000.
