The Director of Operations - Community Care Campus Sacramento is the senior operational leader responsible for the overall performance, infrastructure, facility management, and continued growth of WPCC's Sacramento operation. Reporting directly to the Executive Director, this position oversees a large multidisciplinary environment that includes facility operations, medical and clinical support operations, program operations, administrative functions, environmental and janitorial services, safety and stabilization services, transportation and logistics, and other operational support teams.

The Director ensures that departments operate as an integrated system and that the Sacramento campus remains safe, efficient, compliant, well staffed, and positioned for continued growth. This leader translates organizational strategy into operating plans, develops managers and supervisors, establishes accountability, strengthens systems and infrastructure, and works closely with Clinical Leadership, Human Resources, Finance, Training, Compliance, and Executive Leadership.

Duties

• Provide senior-level leadership and operational direction for the Community Care Campus Sacramento, translating executive strategy into measurable operational priorities, workflows, staffing plans, and accountability structures.
• Maintain executive operational responsibility for the management, performance, infrastructure, and continued development of the Sacramento facility.
• Develop and implement short- and long-term operational strategies that support increased client capacity, service expansion, quality, safety, and organizational sustainability.
• Oversee multidisciplinary operational functions including facilities, medical and clinical support operations, program operations, administrative staff, environmental/janitorial services, safety and stabilization, transportation/logistics, inventory, equipment, supplies, and vendor relationships.
• Ensure departments operate cohesively rather than as independent silos by establishing clear ownership, communication channels, escalation pathways, and cross-functional workflows.
• Oversee facility maintenance, repairs, inspections, preventive maintenance, building systems, utilities, equipment, access controls, janitorial/environmental services, sanitation standards, and facility-related vendors.
• Evaluate facility infrastructure and operational capacity as client census, staffing, and service demands increase; identify space, equipment, technology, transportation, supply, and staffing requirements needed to support growth.
• Lead operational planning and execution for facility improvements, renovations, expansions, increased program capacity, and other Sacramento growth initiatives.
• Partner with the WPCC Finance team and Executive Director on the Sacramento facility's annual operating budget; monitor staffing costs, overtime, vendor expenses, facility costs, supplies, equipment, and other operational expenditures.
• Provide leadership to operations managers, program managers, supervisors, facilities leaders, administrative leaders, and other operational personnel; establish clear authority, responsibilities, performance expectations, and escalation pathways.
• Coach and develop managers and supervisors into strong, independent leaders and establish regular leadership meetings, operational huddles, supervision check-ins, performance reviews, and accountability systems.
• Partner with Human Resources and Talent Acquisition to forecast workforce needs, recruit qualified employees, maintain appropriate staffing levels, and participate in final staffing decisions for key operational and leadership positions.
• Review staffing models, scheduling practices, overtime, coverage, productivity, and workforce utilization; address performance concerns in partnership with Human Resources.
• Partner closely with the Clinical Director and medical leadership to ensure facilities, staffing, supplies, equipment, scheduling, transportation, administrative processes, and support services effectively support safe medical and behavioral healthcare delivery.
• Maintain appropriate separation between operational authority and licensed clinical decision-making while ensuring strong collaboration among operations, medical, behavioral health, case management, and client-support teams.
• Develop and monitor operational KPIs/OKRs and performance dashboards for staffing, scheduling, client census, bed utilization, facility performance, incidents, overtime, productivity, service delivery, and other key operational measures.
• Lead process-improvement initiatives and conduct regular operational assessments to identify risks, bottlenecks, inefficiencies, and opportunities for increased quality, consistency, productivity, and cost effectiveness.
• Partner with Compliance, Clinical Leadership, Human Resources, and Training to maintain readiness for audits, inspections, funder visits, licensing reviews, and other regulatory or contractual oversight activities.
• Maintain emergency preparedness and business continuity plans for the Sacramento facility and provide senior-level leadership during significant incidents, facility disruptions, staffing emergencies, safety events, and other critical situations.
• Oversee key operational vendor and contractor relationships, evaluate performance and cost effectiveness, participate in negotiations, and ensure work is completed on time, within budget, and to WPCC standards.
• Represent WPCC's Sacramento operation during facility visits, partner meetings, community meetings, funder interactions, and other external engagements as appropriate.
• Provide executive leadership with clear and timely reporting regarding operational performance, facility conditions, staffing, risks, incidents, growth needs, projects, and emerging priorities.
• Develop managers and senior team members capable of sharing appropriate after-hours and emergency escalation responsibilities as the Sacramento operation grows.
• Responsibilities are subject to change based on the needs of the business.

Experience

• Bachelor's degree in Healthcare Administration, Business Administration, Public Health, Operations Management, Organizational Leadership, Human Services, or a related field; equivalent significant operational leadership experience may be considered.
• Master's degree in Healthcare Administration, Business Administration, Public Administration, Public Health, Organizational Leadership, or a related discipline preferred.
• Minimum 8-10 years of progressively responsible operations leadership experience, preferably within healthcare, behavioral health, recuperative care, community health, human services, residential services, or a similarly complex environment.
• Minimum 5 years of experience leading front line staff, managers, supervisors, or department leaders.
• Demonstrated experience managing a large facility or complex campus operation and leading multidisciplinary departments.
• Experience overseeing operations involving facilities, healthcare services, administrative teams, environmental/janitorial services, client-facing programs, and support functions.
• Demonstrated success developing operational infrastructure and scalable systems to support facility growth and increased service capacity.
• Strong experience with workforce planning, staffing models, scheduling, budgets, operational forecasting, vendor management, and resource allocation.
• Experience managing complex projects involving multiple departments, contractors, vendors, and organizational stakeholders.
• Experience working within regulated healthcare or human-services environments strongly preferred.
• Experience supporting the expansion or growth of a healthcare, residential, recuperative care, or similarly complex facility strongly preferred.
• Basic Life Support (BLS) required within 30 days of hire.
• Valid California Driver's License and ability to travel locally as required.
• Excellent organizational, analytical, budgeting, problem-solving, time-management, and executive communication skills.
• Strong knowledge of facility operations, environmental services, maintenance, workplace safety, vendor oversight, and healthcare operational support.
• Familiarity with care coordination, EHR systems, workforce systems, data tracking, and performance reporting.
• Proficiency in Microsoft Office, Excel, and reporting tools.
• Ability to work effectively in a fast-paced, high-accountability environment while managing competing priorities.
• Demonstrated ethical decision-making, collaborative leadership, and commitment to equitable service delivery.
