Position Summary
The FTZ Administrator is responsible for overseeing all Foreign Trade Zone (FTZ) compliance, recordkeeping, and customs-related activities within TH Logistics operation. This position ensures compliance with U.S. Customs and Border Protection (CBP) regulations, FTZ Board requirements, and company policies while supporting customers utilizing FTZ services. The FTZ Administrator serves as the primary liaison between the company, customers, customs brokers, CBP officials, and internal operational teams.

Key Responsibilities
FTZ Compliance Management
- Administer all FTZ operations in accordance with 19 CFR Part 146 and CBP regulations.
- Maintain compliance with FTZ Board requirements and zone procedures.
- Ensure proper admission, transfer, manipulation, destruction, export, and withdrawal transactions are accurately recorded.
- Manage FTZ inventory control and recordkeeping systems (ICRS).
- Prepare and maintain all required customs and FTZ documentation.
- Coordinate annual FTZ reconciliations and compliance reviews.
- Support CBP audits, site visits, and compliance inspections.
- Monitor and communicate regulatory changes affecting FTZ operations.
Inventory Control & Recordkeeping
- Ensure inventory accuracy within FTZ-designated locations.
- Reconcile physical inventory to system records.
- Investigate inventory discrepancies and implement corrective actions.
- Oversee cycle count programs and annual physical inventories.
- Validate country of origin, HTS classifications, and product master data.
- Maintain complete audit trails for all FTZ inventory movements.
Customs & Trade Compliance
- Coordinate with customs brokers, freight forwarders, and import/export teams.
- Review FTZ admissions and withdrawals for accuracy.
- Verify customs entries, documentation, and supporting records.
- Support duty deferral, duty elimination, and inverted tariff opportunities.
- Assist customers with customs compliance requirements and reporting.
Customer Support
- Serve as the primary FTZ compliance contact for assigned customers.
- Participate in customer onboarding and implementation projects.
- Develop customer-specific FTZ procedures and work instructions.
- Provide guidance on FTZ benefits, processes, and compliance requirements.
- Support customer audits and compliance reviews.
Process Improvement
- Develop and maintain FTZ SOPs and work instructions.
- Identify opportunities to improve inventory control and compliance processes.
- Train warehouse, inventory control, customer service, and operations personnel on FTZ requirements.
- Support system enhancements and WMS configuration related to FTZ operations.
Required Qualifications
Education
- Bachelor's Degree in Supply Chain, Logistics, International Business, Customs Compliance, or related field preferred.
- Equivalent industry experience may be considered.
Experience
- 3+ years of FTZ administration or customs compliance experience.
- Experience working within a 3PL, distribution, manufacturing, or import/export environment.
- Knowledge of U.S. Customs and Border Protection regulations.
- Experience managing FTZ inventory control systems and recordkeeping requirements.
- Experience supporting CBP audits and compliance reviews.
Technical Skills
- Strong understanding of FTZ regulations (19 CFR Part 146).
- Knowledge of HTS classifications and country-of-origin requirements.
- Experience with Warehouse Management Systems (WMS).
- Proficiency with Microsoft Excel and reporting tools.
- Understanding of inventory control and reconciliation processes.
- Experience working with customs brokers and import/export documentation.
Preferred Qualifications
- Certified Customs Specialist (CCS)
- Licensed Customs Broker (LCB)
- Certified Export Specialist (CES)
- FTZ operational startup experience
- Experience with Extensiv, SAP, Manhattan, Blue Yonder, Körber, or similar WMS platforms
