Duties Summary Social Workers and Human Services Professionals seek to improve the overall quality of life of people within the context of their environment through remediation and prevention of their problems, and by improving accessibility, accountability and coordination of service delivery among a variety of professionals and/or agencies tasked with providing appropriate services to clients. These professionals come from a variety of interdisciplinary bases, establish working relationships of mutual respect and trust with the clientele served, and utilize a variety of helping interventions to enable these clients to function as effectively as possible. These positions are found in a variety of settings and work with diverse types of people. They may be found in hospitals and other health service agencies, social service agencies, schools, correctional facilities, and programs concerned with substance abuse, aging, and family violence. Although work settings and clientele may differ, all human services professionals use similar professional concepts, principles, and techniques regardless of the program in which they work. Social Worker or Human Services Professional III positions are distinguished by the complexity of assigned cases and level of authority assumed by the worker. Position Types – Level III Type A: Fully independent workers who provide the full range of core human services work, such as assessment of needs; development and implementation of service plans, which may include direct services; and monitoring, evaluating and making adjustments to service plans. Clients served represent the full range of cases within an agency's purview, including those with psychosocial, physical/medical, and environmental problems. Type B: Do not function at the fully independent level. Most cases involve clients for whom it is difficult to determine or obtain appropriate services; clients may be hostile or resistant; or present significant complexities. Positions utilize established policies and procedures and casework skills and judgment to address routine aspects of casework, but due to the volatile nature of the cases, work will continue to be monitored by more experienced co‑workers or the supervisor. Minimum Qualification Requirements To qualify, you must meet all the requirements for Social Worker or Human Services Professional as outlined below. Legal Authorization To Work The State of Hawaii requires all persons seeking employment with the government of the State to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. Basic Education Social Worker: Applicant must possess a bachelor's, master's, or doctoral degree in social work from an accredited program. Human Services Professional: A bachelor's degree from an accredited four‑year college or university that includes at least 12 semester credit hours in counseling, criminal justice, human services, psychology, social work, social welfare, sociology, or other behavioral sciences. For the Human Services Professional only, excess work experience may substitute for the required coursework on a year‑for‑year basis if the experience is of comparable scope, level and quality. Specialized Experience Applicants must possess progressively responsible professional work experience involving helping individuals and families find satisfactory ways of identifying problems, coping with conditions, and functioning effectively within their environments. Possession of qualifying years will not constitute proof of qualification; overall experience must demonstrate ability to perform duties. Social Worker: One year of specialized experience for Level III; two years for Level IV if holding a Bachelor of Social Work. No specialized experience for Level III and one year for Level IV if holding a Master of Social Work. No specialized experience required for Ph.D. holders. Human Services Professional: One and a half years of specialized experience for Level III; two and a half years for Level IV. Substitutions Allowed Relevant substitutions as described in the Minimum Qualification Requirements will apply. Special Notes Applicants who will graduate within three months and will meet the Minimum Qualification Requirements upon graduation will be accepted for examination. If you are graduating within three months with a Bachelor of Social Work or applicable Master’s degree, submit a copy of your official transcript and a letter from your department head or registrar confirming enrollment, expected graduation date, and major. Other Requirements All applicants who are conditionally offered employment or approved for movement into this position are subject to drug screening as required by federal, state or local laws or departmental policy and will be subject to an intensive background check. Prison Rape Elimination Act (PREA) Requirement Has engaged in sexual abuse in a prison, jail, lockup, community confinement facility, juvenile facility or other institution. Has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse. Has been civilly or administratively adjudicated to have engaged in the activity described in #2. Has been the subject of substantiated allegations of sexual abuse or sexual harassment or resigned during a pending investigation of alleged sexual abuse or sexual harassment.
