$109,872 - $147,240 annually
THE POSITION:

Under limited direction, oversees the City's community outreach and case management efforts, oversees operations of the City's Bridge Shelter and its commercial kitchen; coordinates with community donors, volunteers and performs related duties as required.
There is currently one (1) full-time vacancy.

CLASS CHARACTERISTICS:

The Community Outreach Supervisor is responsible for applying specialized knowledge, skills and abilities in oversight of day-to-day shelter operations and community outreach and case management efforts involving individuals experiencing homelessness. This position is responsible for exercising direct and indirect supervision over assigned full-time, part-time and contract personnel. Work is performed under the direction of the Neighborhood Improvement Manager.

Essential Functions
These functions may not be present in all positions in this class. When a position is to be filled, the essential functions will be noted in the announcement of position availability. Management reserves the right to add, modify, change or rescind work assignments as needed.
Provides technical expertise in coordinating and supervising the day-to-day operations of the Citywide street outreach and case management response to those experiencing homelessness.
Manages the operations of the City's 100-bed Emergency Shelter including coordination with and oversight of the shelter and kitchen operators; works with shelter operator to ensure that the Management, Operations and Public Safety (MOPS) Plan is current, updated and reflects operational standards; coordinates with commercial kitchen operator to maintain compliance with Public Health Permit requirements and coordinates facility maintenance and repair requests.
Establishes working relationships with partner agencies, community volunteers, donors, sponsorships that support the shelter and kitchen operations.


Coordinates street outreach resources to respond to calls for service, engages with the Community Policing Unit and broader nuisance abatement efforts to ensure proper citywide issues are met with proper corrective actions.
Provides support for social services and safety net programs funded by the City and other partnerships, to ensure the City residents have access to these critical services.
Assists with client resource retention for success of client/agency linkages and post relocation follow-up on clients that participated in project reconnect; maintains appropriate contact with formerly homeless clients who received services and no longer reside in Costa Mesa to conduct and document retention efforts.
Trains and evaluates professional, paraprofessional and clerical staff as assigned. Prepares work schedules, provides instructions, conducts staff meetings and verifies payroll timesheets.
Responds proactively to operational issues related to COVID safety protocols to protect staff and residents.
Assists in the development of sectional and division budget revenues and expenditures.
Participates with the Countywide System of Care, the Continuum of Care (CoC), Public Health and Social Services, as a means of integrating Citywide efforts to improve outcomes and programmatic performance objectives.
Coordinates and assists police and fire safety personnel in non-enforcement, sensitive and complex situations involving homeless clients and obtain appropriate care for clients; assist safety personnel with non-psychiatric emergencies such as transporting clients to substance abuse treatment; may interface with hospital personnel regarding emergency services and recuperative care for homeless clients.
Maintains data and prepares written reports including weekly and/or monthly reports, special projects regarding shelter operations, educational materials for residents and community outreach efforts.
Lead the Network for Homeless Solutions monthly meetings, while strengthening its collaborative efforts to respond to homelessness citywide and attend other community meetings, project updates, and case management meetings.
Collects, reviews, and completes timely incident or accident reports when applicable.
Performs other related work as required.

Qualification Guidelines
A typical way to obtain the requisite knowledge and abilities to perform the duties and responsibilities of this classification is as follows:
EDUCATION, TRAINING AND/OR EXPERIENCE:
Graduation from an accredited four-year college or university with major course work in public or business administration, social work, or other closely-related field.
Three years of professional experience in case management, counseling, social services or working with homeless populations. Public agency experience and supervisory experience is desirable.
An equivalent combination of education and relevant experience that provides the desired knowledge, skills and abilities to successfully perform essential functions may also be considered.
LICENSE AND/OR CERTIFICATE:
Possession of a valid California Class C Driver's License at time of appointment. Revocation of license during employment may result in disciplinary action or reassignment.
REQUISITE KNOWLEDGE AND SKILL LEVELS:

Knowledge of the principles and practices of municipal response to homelessness, housing, and neighborhood improvement program strategy and implementation.
Knowledge of relevant Federal and State laws and regulations pertaining to and affecting California housing development, homelessness funding opportunities, methods for implementing and overseeing grant programs, including fiscal and programmatic oversight, capacity building and collective impact models.
Knowledge of the principles and practices of homeless shelter and commercial kitchen operations.
Knowledge CoC related systems for Coordinated Entry housing priority, Homeless Management Information Systems (HMIS).
Knowledge of the principles and techniques of effective supervision, training, work organization, and personnel management.
Skill in communicating effectively with persons of diverse ethnic, social and economic backgrounds.
REQUISITE ABILITIES:
Ability to select, train, supervise and evaluate the work of subordinates and contract staff.
Ability to establish and maintain effective working relationships with staff, City officials, representatives of other governmental agencies, Faith Based and Community Organizations and the general public.
Ability to prepare and present written and oral information in a clear, concise and accurate manner.
Ability to interpret regulations, laws, and policies and apply them with good judgment.
Ability to collect, organize and analyze data and prepare comprehensive analytical reports.

PUBLIC EMPLOYEE DISASTER SERVICE WORKER:
In accordance with Government Code Section 3100 - all City of Costa Mesa employees are required to perform assigned disaster service worker duties in the event of an emergency or disaster.

New employees contribute 9% of their salary on a pre-tax basis towards the 2%@60 or 2%@62 CalPERS retirement formula depending on eligibility.


Employees receive the following health insurance flexible benefits contribution:

  • $1,700 monthly
  • Effective June 1, 2026 $1,800 monthly


The City does not participate in the Social Security system; however, federal mandate requires new employees to contribute 1.45% of wages to Medicare. As a condition of employment, all new employees are required to enroll and participate in the direct deposit program.
