POSITION SCOPE
The Regional Safety Manager is a corporate-level safety leadership position responsible for supporting Fisher Industries' heavy civil construction, aggregate, mining, asphalt, concrete, crushing, equipment, shop, fleet, and related operations across an assigned region. This role partners with operations, project leadership, Human Resources, Safety Administration, and executive safety leadership to drive compliance, reduce risk, strengthen safety culture, and ensure safety programs are implemented consistently across the business. The Regional Safety Manager must be able to balance field presence with strong administrative oversight, including audits, training records, incident management, regulatory documentation, corrective action tracking, reporting, and safety program governance.
PRIMARY DUTIES
- Provide regional safety leadership across assigned projects, plants, pits, mines, shops, equipment operations, fleet activities, and business units.
- Serve as the primary safety business partner to regional operations leadership, project managers, superintendents, foremen, site safety personnel, and corporate leadership.
- Implement and maintain Fisher Industries safety policies, programs, procedures, and expectations across the assigned region.
- Ensure regional compliance with applicable OSHA, MSHA Part 46 and Part 48, EM 385-1-1, DOT, EPA, NFPA, client, project-specific, and company safety requirements.
- Lead regional hazard identification, risk assessments, Job Hazard Analyses, Job Safety Analyses, Field Safety Assessments, and pre-task planning expectations.
- Conduct and oversee field audits, site inspections, facility reviews, leadership safety walks, and compliance assessments.
- Track audit findings, corrective actions, responsible parties, due dates, and completion status through company-approved systems.
- Review incident reports, near misses, first aids, property damage, utility strikes, vehicle events, environmental events, and serious injury or fatality potential events for accuracy, root cause, corrective actions, and lessons learned.
- Lead or support incident investigations, including evidence collection, interviews, root cause analysis, corrective action development, regulatory notifications, and final reporting.
- Partner with Human Resources, claims personnel, operations, and medical providers on workers' compensation, return-to-work, restricted-duty, post-incident drug testing, and employee follow-up requirements.
- Support OSHA, MSHA, DOT, EPA, client, insurance, and third-party inspections, audits, investigations, and information requests.
- Maintain regional readiness for regulatory inspections by ensuring required plans, postings, training records, inspection logs, equipment records, permits, SDS information, and required documentation are current and organized.
- Oversee regional safety training needs, including new hire orientation, MSHA training, OSHA training, competent person training, task training, equipment safety, site-specific orientation, annual refresher training, and supervisor safety leadership training.
- Work with Safety Administration to ensure training records, certifications, employee safety files, onboarding records, testing documentation, and compliance logs are accurate and audit-ready.
- Support development and maintenance of regional training matrices to identify required training, completed training, expiration dates, gaps, and upcoming needs.
- Provide coaching, mentoring, and direction to Safety Specialists, Site Safety Health Officers, Safety Coordinators, and other assigned safety personnel.
- Support staffing plans, onboarding, development, and performance expectations for regional safety personnel in coordination with safety leadership and Human Resources.
- Review site-specific safety plans, mine safety plans, emergency response plans, hazard communication programs, traffic control plans, lift plans, excavation plans, confined space plans, hot work controls, and other high-risk activity plans as required.
- Support contractor and subcontractor safety management, including prequalification, orientation, site access requirements, permit-to-work expectations, compliance monitoring, and corrective action follow-up.
- Monitor high-risk work activities such as blasting, drilling, crushing, paving, concrete operations, excavation, confined space, energized work, lifting and rigging, work at heights, mobile equipment, traffic exposure, and fleet operations.
- Use safety data, inspection trends, incident trends, near miss reports, claims information, and field observations to identify regional risk patterns and recommend corrective strategies.
- Prepare clear regional safety reports, dashboards, executive summaries, meeting updates, and action-item trackers for safety leadership and operations leadership.
- Coordinate with Safety Administration on HCSS, safety technology, training platforms, inspection tools, camera programs, employee safety records, and document control systems.
- Participate in safety meetings, regional leadership meetings, project planning meetings, pre-construction meetings, client meetings, and regulatory or insurance review meetings as needed.
- Promote Fisher's safety culture by reinforcing hazard recognition, Stop Work Obligation, reporting expectations, field engagement, leadership accountability, and practical solutions that support safe production.
- Maintain professional working relationships across all levels of the organization while communicating safety concerns clearly, directly, and constructively.
- Perform additional responsibilities as assigned by safety leadership.
REQUIREMENTS AND QUALIFICATIONS
- Minimum of 7 years of progressive safety experience in heavy civil construction, aggregate, mining, asphalt, concrete, crushing, equipment, fleet, industrial, or related operations preferred.
- Prior experience in a regional, multi-site, district, corporate safety, senior safety manager, or equivalent leadership role preferred.
- Bachelor's degree in Occupational Safety, Environmental Safety, Public Health, Construction Management, Industrial Hygiene, Emergency Management, Business Administration, or a related field preferred; equivalent experience may be considered.
- Strong working knowledge of OSHA 1926, OSHA 1910, MSHA Part 46 and Part 48, EM 385-1-1, DOT, NFPA, EPA, and applicable state, client, and project-specific requirements.
- Professional certification such as CSP, ASP, CHST, SMS, OHST, STSC, GSP, or equivalent safety credential preferred.
- MSHA instructor certification, OSHA Outreach Trainer authorization, competent person credentials, or ability to obtain required certifications preferred.
- Experience managing audits, inspections, corrective action tracking, incident investigations, root cause analysis, regulatory reporting, and safety program implementation.
- Strong administrative ability to manage safety documentation, training records, compliance logs, reports, meeting notes, action-item trackers, and audit-ready records.
- Experience with safety management systems and technology platforms such as HCSS, Procore, Microsoft Office, Excel, PowerPoint, Teams, SharePoint, or similar systems preferred.
- Ability to analyze safety data, identify trends, prepare reports, communicate risk, and recommend practical corrective actions to leadership.
- Strong written and verbal communication skills with the ability to communicate professionally with field employees, supervisors, managers, executives, clients, regulators, and third-party partners.
- Ability to lead without relying solely on authority, build trust with operations, coach field leaders, and support safe production in fast-moving work environments.
- Ability to manage multiple priorities, travel schedules, field issues, administrative deadlines, investigations, training needs, and urgent operational concerns.
- Must be willing and able to travel 50%-70% across assigned regions, including short-notice travel, overnight travel, remote sites, changing schedules, nights, weekends, and extended workdays as operational needs require.
- Must be able to work in active construction, mining, plant, shop, roadway, fleet, and industrial environments while wearing required PPE.
- Acceptable motor vehicle record in accordance with Fisher's Company Vehicle Program policy.
- Ability to pass a pre-employment drug test, random drug testing, and applicable background checks.
CORPORATE ADMINISTRATION AND PROGRAM ACCOUNTABILITY
- Maintain regional safety documentation in an organized, accurate, and audit-ready condition.
- Ensure safety records support regulatory compliance, client requirements, insurance review, legal defensibility, and internal leadership reporting.
- Work with Safety Administration to maintain employee training records, onboarding records, certifications, testing documentation, inspection files, incident files, and corrective action records.
- Use regional scorecards, dashboards, and trend reports to communicate leading indicators, lagging indicators, open actions, recurring issues, training gaps, and resource needs.
- Support annual safety program reviews, policy updates, safety manual improvements, SOP development, and implementation of companywide safety initiatives.
- Assist with regional budget awareness, vendor coordination, training provider coordination, equipment and PPE needs, safety technology rollouts, and safety resource planning.
- Maintain a clear operating rhythm with assigned safety personnel through regular calls, site reviews, action-item follow-up, progress tracking, and documented accountability.
- Prepare leadership-level summaries that separate issues, corrective actions, owners, due dates, priority levels, and completion status.
REPORTING RELATIONSHIPS AND LEADERSHIP EXPECTATIONS
- Reports to the Director of Safety, Assistant Director of Safety, VP or other assigned safety leadership based on organizational structure.
- Provides direction, support, and accountability to assigned Safety Specialists, Site Safety Health Officers, Safety Coordinators, and field safety personnel.
- Works closely with Operations, Human Resources, Recruiting, Safety Administration, Fleet, Equipment, Training, Claims, and project leadership.
- Represents Fisher Industries professionally during client meetings, regulatory interactions, third-party reviews, insurance discussions, and internal leadership meetings.
- Expected to be both field-capable and administration-capable, with the ability to identify hazards in the field and also manage the documentation, reporting, follow-up, and leadership communication required at the corporate level.
