HUMAN RESOURCES ADMINISTRATOR
Pay Commensurate with Experience Purpose of Classification: The purpose of this classification is to assist the Human Resources Director in managing the administration of City-wide human resources, reporting directly to the Human Resources Director. This position plans, develops, implements, and maintains human resource operations, policies, and programs; and assumes the duties and authority of the Human Resources Director in the Director's absence. Essential Functions: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Assists the Human Resources Director in leading the Human Resources Department: assists the Director in establishing departmental goals, objectives, and strategic priorities; assumes the duties, responsibilities, and authority of the Director in the Director’s absence; represents the department at meetings with City Council, City Administration, boards, committees, and outside agencies as assigned; advises the Director on complex, sensitive, or high-risk personnel matters; and assists in the development, interpretation, and administration of City-wide human resources policy. Assists in managing the administration of City-wide human resources: manages City-wide personnel, policies, and procedures in coordination with the Human Resources Director; advises departmental supervisors and City Administrator regarding human resource practices and issues; prepares, recommends and enforces personnel policies; drafts and/or revises personnel policies and procedures as needed or requested; assist with conducting internal investigations; resolves and recommends solutions to sensitive human resources issues; and serves as advisor to all parties involved in employee grievances or appeals. Ensures compliance with all personnel laws and ordinances: reads, assimilates and disseminates information on changes in laws and regulations; analyzes impact of changes on City policies and procedures; creates or recommends compliance processes or procedures; responds to internal and external requests for information regarding local, state and federal personnel laws and ordinances; and develops and maintains HRIS and other employee record systems to meet operating, legal and compliance standards. Performs a variety employee relations duties: answers questions and provides information regarding policies, procedures, payroll, health insurance, retirement, worker’s compensation, training, and other human resources issues.; counsels employees regarding policies, procedures and resolution of complaints; and coordinates engagement activities, department training, etc. Manages personnel transactions, such as hires, promotions, transfers, performance reviews and terminations: recruits and participates in selecting personnel; prepares and publishes advertisements for available jobs; prepares, analyzes and revises job descriptions; conducts screenings, interviews, background and reference checks; schedules physicals and drug screenings; makes hiring and firing decisions and recommendations; and maintains related documentation. Manages City benefits plans, programs and contracts: monitors benefits program usage and premium costs, terms, renewals and modification of contracts; coordinates with vendors regarding benefit offerings; manages and processes enrollments; notifies employees of benefit program changes; and plans, implements, and monitors employee wellness and engagement activities. Monitors compensation program: ensures compensation for each department is in compliance with approved budget; analyzes and evaluates compensation trends; monitors performance evaluation program as necessary; and enters salary changes in department systems and databases. Assists in the development and administration of the department budget: prepares budget recommendations and forecasts for personnel, benefits, and departmental operating costs; monitors expenditures against the approved budget; recommends budget adjustments as necessary; and participates in workforce planning, succession planning, classification and compensation studies, and other organizational development initiatives on behalf of the department. Administers City worker’s compensation programs, contracts and reporting: assists injured employees and care providers through service and payment process; files and submits claims and tracks claim activities; prepares and processes policy renewals; assists in resolving billing issues; and reviews and analyzes accident reports and claims activities. Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records. Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions. Maintains a comprehensive, current knowledge of applicable laws/regulations: maintains an awareness of new products, methods, trends and advances in the profession; reads professional literature; maintains professional affiliations; and attends workshops and training sessions as appropriate. Communicates with City officials, supervisors, other employees, clients, third party service contractors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Additional Functions: Performs other related duties as required. Minimum Qualifications: Bachelor’s Degree in Human Resources, Business Administration, Public Administration, or related field required, Master’s Degree preferred, but not required; supplemented by five years of progressively responsible experience in benefits, recruitment, employee relations, or human resources administration, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Professional certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR is preferred. Specific License or Certification Required: Must possess and maintain a valid South Carolina driver’s license. Specific Knowledge, Skills, or Abilities Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position. Performance Aptitudes: Data Utilization Requires the ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy. Human Interaction Requires the ability to function in a senior managerial capacity within the department, including the authority to act on behalf of the Human Resources Director in the Director's absence; includes the ability to make decisions on procedural, technical, and managerial levels, to direct the work of subordinate staff, and to represent the department before City officials, boards, and the public. Equipment, Machinery, Tools, and Materials Utilization Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions. Verbal Aptitude Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information, such as personnel action forms, insurance forms, tax forms, and expense reports. Mathematical Aptitude Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures. Situational Reasoning Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs. ADA Compliance: Physical Ability Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Sensory Requirements Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
