HazMat Estimator/Project Manage

Job Summary The Hazmat Estimator - Project Manager will be responsible for safely fulfilling sales goals and profitability metrics as assigned by company administration. This includes, but is not limited to, customer development, preparation of financially responsible project estimates, and management of unit-based price structures. The role also involves directing the production of the company’s Hazardous Materials Emergency Response operations, collaborating closely with Superintendents to determine policy, production flow, staffing, scheduling, and procedures to enable efficient business operations while maintaining high levels of quality control and compliance. The HazMat Estimator - Project Manager is generally responsible for planning, outlining, and developing HazMat abatement projects. They design project goals and success markers, determine how success will be measured and tracked. The Estimator estimates work by gathering proposals, blueprints, specifications, and related documents, using industry knowledge and knowledge of various pay scales to estimate labor, material, and time requirements to accurately compute the overall cost of the project. The Estimator ensures the project remains on time, on budget, and helps motivate team members to hit project goals. Role And Responsibilities Oversee the overall profitability of the Hazardous Materials and Emergency Response Division to ensure that established financial goals are met. Manage the 24-7 Emergency Response System, handling after‑hours calls and response requests every hour of the year. Establish/verify contractual agreements for emergency response requests prior to crew dispatch. Be available for supervisor consultation related to emergency response projects to ensure customer expectations and applicable local, state, and federal regulations are met. Provide physical supervision presence on emergency response project sites as deemed necessary. Prepare cost estimates and proposals for projects as requested by clients. Work with Superintendents to manage production schedules and processes, revise schedules and priorities based on customer requirements and contract specifications. Manage labor and equipment resources to complete projects safely and efficiently. Manage documentation for unit-based price schedule projects to ensure accuracy. Prepare and submit complete invoice packages to clients as needed. Prepare pre‑start project documentation and job paperwork as needed. Manage waste disposal program to ensure all local, state, and federal regulations are met, including preparation of waste profiles for appropriately permitted disposal facilities. Participate in company compliance with regulated waste disposal. Serve as a point of contact for regulated waste classification and interpretation of laboratory analytical results. Administer company policies and fulfill supervisory responsibilities in accordance with policies and applicable laws. Monitor and maintain quality standards. Review and analyze production, quality control, maintenance, and operational reports to identify non‑conformity causes and improve margins. Ensure safety of personnel and compliance with all applicable health and safety regulations. Ensure compliance with OSHA/CalOSHA’s General Industry Standards and applicable Labor Laws and Collective Bargaining Agreements. Skills, Abilities and Experience Extensive experience in a dynamic job shop environment, including quality control systems, management principles, manufacturing processes, equipment, and scheduling. Persistent, upbeat, positive, high‑energy, thrives in a dynamic atmosphere of change. Excellent verbal and written communication skills. Exceptional organizational skills with the ability to prioritize multiple tasks. Ability to effectively present information and respond to questions. Ability to gain consensus, influence, and inspire with excellent relationship‑management skills. Basic knowledge of Microsoft Office and working knowledge/experience of operating a computer. Proven project management experience. Excellent client‑facing and internal communication skills. Solid organizational skills with attention to detail and multitasking skills. Education/Training and Certifications High School Diploma or Equivalent required; College Degree preferred. Valid California Driver’s License with a clean driving record. Must obtain a Commercial License with Hazmat Endorsement within 90 days of hire. Manager experience: 3 years strongly preferred. 5 years of Hazardous Materials Emergency Response experience strongly preferred. Construction experience: 3 years strongly preferred. Must pass Live Scan background check required by DOJ and other government agencies. Scan background check required by DTSC and DOJ. Physical Requirements / Working Conditions Regularly required to stand, climb ladders, wear personal protective equipment including respirator for extended periods. Frequently required to walk, use hands to handle or feel, reach with arms, and talk or hear. Occasionally lift or move up to 50 pounds. Specific vision abilities required include close vision, distance vision, peripheral vision, and ability to adjust focus. Regularly exposed to moving mechanical parts. Must maintain physical and other requirements to drive a commercial vehicle with HazMat endorsement. Noise level usually moderate, can be loud depending on equipment.
