Project Management - Technical Delivery Manager

Provides IA support for DoD organization. Tasks include Certification & Accreditation (C&A) services, Security Incident Management, Configuration Management (CM) and Change Control Board (CCB), Remediation and POA&M, and Identity and Access Management for an Enterprise level network. Network contains enclaves totaling 70,000 client computers, 1300 servers accessing and providing both GOTS and COTS services to support 100,000 users. As a team member, will be responsible for developing policy and providing support for all tasks. Required Skills DoD 8570.1 certification and experience to qualify at IAT III level Experience with DISA VMS, HBSS, Active Directory Software code review process Experience with WMB 6.0 or higher and MQ 6.0 or higher PERL/RPM/SML Programming Shell, JACL or Jython Scripting U.S. Citizenship is required. Must be clearable Knowledge of best practices and new technologies in infrastructure architecture design System Engineering IT Governance Experience with AIX P-Series preferred, Websphere, Tivoli, DB2 Unix/AIX (AIX P Series) System Administration High Performance Computing Server Consolidation Java DB2 Experience as an architect in health‑related industry C/C++ programming experience, object‑oriented design and implementation Experience with XML, WSDL, SOAP, SAML, XACML Good working knowledge of RDBMS design, implementation, and integration principles Excellent interpersonal, communication, and presentation skills Experience with Enterprise Application Integration and SOA Ability to prioritize and manage work to critical project timelines in a fast‑paced environment Bachelor's or Master's degree in computer science or related field Proficiency with administration of Apple OS X based systems, Promise Array, Citrix Application Server, Blade Server Technology, UNIX/Solaris 10, and Windows operating systems Experience in the set‑up and maintenance of fibre‑channel switches for SAN storage configurations Experience with Storage Area Networks (SAN), NAS, and WAN/LAN technologies Knowledge and understanding of DNS Bind, DHCP, Active Directory, MS Exchange 2003+, TCP/IP, IIS, Apache/Tomcat, Weblogic 10.3, Oracle 10g, and LAN protocols Knowledge of Netbackup, Veritas or other backup applications Knowledge of tape library configuration and application with Windows and Solaris systems Skills related to network design, diagnostics and optimization Experience with multiple equipment platforms such as HP, Sun, Dell, and Network Appliance Demonstrated experience working with and managing hardware and software vendors Proven ability to document requirements, design and data‑migration plans as they apply to software integration and operational processes Excellent command of English Experience in writing, journalism, editing for print/media/web preferred Experience with DOD highly desirable. Job Duties (Leadership Position) Participate in design activities, record engineering decisions made during design sessions, validate that infrastructure development is within the budget constraints of the program plan. Design infrastructure to increase the sufficiency of instrumentation, active monitoring and alerting. Identify, analyze, and provide recommendations and solutions for high‑priority engineering initiatives, and organize and conduct working groups with the right participants to address any given initiative. Review engineering Bills of Material and coordinate with procurement and asset management functions on hardware/software acquisition. Perform necessary quality analysis, conflict resolution, consistency analysis, impact analysis, and verification of technical requirements. Design innovative solutions in the Health IT domain, work closely with policy stakeholders, requirement analysts, and software engineers to develop new product offerings and improve existing ones, direct all development areas including data modeling, system architecture and design, technology selection, unit and regression test design and implementation.
