Position Summary

The System Administrator provides day-to-day operational administration and sustainment of MEDXS/MEDEX servers, endpoints, accounts, and localized network services at DHHQ and at supported OCONUS locations. This is a hands-on operations role responsible for keeping systems patched, monitored, backed up, documented, and available to clinical and executive users, and for handling the routine administrative workload that keeps the enterprise compliant, including account lifecycle management, patch execution, ticket resolution, and support to base badging and local network operations at OCONUS sites. Primary duty station is the Defense Health Headquarters (DHHQ), Falls Church, Virginia. On-site presence is required; telework is by Government approval only and is not guaranteed.

Essential Duties and Responsibilities

• Perform daily system administration of Windows and Linux servers and supported endpoints: health checks, service and process monitoring, log review, storage and capacity monitoring, and routine maintenance.
• Execute user and privileged account lifecycle administration in Active Directory and application systems: creation, modification, group and role assignment, recertification, disablement, and deletion in accordance with least-privilege and Government-approved procedures.
• Apply operating system, application, and security patches on the approved patch cycle; validate successful installation, confirm service restoration, and document exceptions and deferrals.
• Monitor and respond to alerts from enterprise monitoring and endpoint security platforms; perform first-line triage, resolve within authority, and escalate with complete diagnostic detail.
• Receive, document, work, and close incidents and service requests in the Government service management system within Service Level Agreement targets; maintain accurate, auditable ticket records.
• Execute and verify scheduled backups, respond to restore requests, and support disaster recovery and continuity of operations exercises.
• Perform IAT Level II duties supporting privileged access, including audit log collection and review, endpoint security agent verification, removable media controls, and support to cybersecurity incident handling.
• Support STIG compliance by executing assigned hardening checklist items, running SCAP scans, and completing remediation tasks assigned by senior engineering staff.
• Support localized OCONUS network operations, including coordination of base badging and physical access, host-installation network connection requirements, local circuit and connectivity troubleshooting, and site-level equipment support.
• Maintain accurate inventory, configuration, and license records; conduct periodic physical inventory reconciliation and support property accountability.
• Provide end-user technical assistance and account support to Government clinical, administrative, and executive users, including workstation, peripheral, printer, and access troubleshooting.
• Maintain and update standard operating procedures, runbooks, checklists, and knowledge base articles reflecting current configurations and approved procedures.
• Participate in scheduled maintenance windows and the on-call rotation, including nights, weekends, and holiday coverage as required to support OCONUS operations.
• Safeguard protected health information and personally identifiable information in accordance with HIPAA, the Privacy Act, and DoD policy; report suspected spillage or incidents immediately.

Minimum Qualifications

• High School Diploma or equivalent.
• Minimum three (3) years of hands-on system administration experience.
• IAT Level II certification in accordance with DoD 8570.01-M (for example, CompTIA Security+ CE), current and in good standing.
• A relevant operating system certification (for example, Microsoft MCSA or successor Microsoft role-based certification, or Red Hat RHCSA).
• Familiarity with base badging processes and localized OCONUS network operations.
• Ability to obtain and maintain the required security clearance and IT-II designation.

Preferred Qualifications

• Associate's or Bachelor's Degree in an Information Technology field.
• Prior experience supporting DoD or Military Health System environments.
• Prior OCONUS or overseas installation support experience.
• Additional certifications such as CompTIA Network+, Microsoft Azure Administrator, or VMware VCP.
• ITIL v4 Foundation.

Required Technical Skills and Competencies

• Windows Server administration (Active Directory Users and Computers, Group Policy, DNS, DHCP, file and print services) and Windows client support.
• Linux command-line administration fundamentals (users and permissions, systems services, package management, log review).
• Virtual machine administration in vSphere or Hyper-V; server hardware and out-of-band management basics.
• Backup and recovery tooling operation; monitoring console operation; endpoint security agent administration.
• Basic scripting in PowerShell and Bash for routine task automation.
• IT service management practice: accurate documentation, prioritization, and customer-facing communication.

Performance Standards

• Patch compliance sustained at or above the Government-directed percentage on the assigned estate.
• Incident and service request Service Level Agreement compliance sustained at or above the contractual threshold.
• Backup job success rate maintained at or above the contractual threshold with documented remediation of failures.
• Zero privileged account or access control audit discrepancies attributable to administrative error.

Work Environment and Conditions

• Primary duty station is the Defense Health Headquarters (DHHQ), Falls Church, Virginia. On-site presence is required per the contract; telework is by Government approval only and is not guaranteed.
• Standard core hours align to Government business hours in the Eastern time zone, with on-call and after-hours support required for scheduled maintenance windows, system outages, and OCONUS time-zone coverage.
• Work is performed in a Government office and data center/NOSC environment. Occasional lifting of equipment up to 40 pounds, work in raised-floor data center spaces, and extended periods at a workstation are expected.
• Position requires a favorably adjudicated background investigation and the ability to obtain and maintain the contract-required security clearance and IT-level designation (ADP/IT-I or IT-II as assigned).
• All personnel must satisfy DoD 8570.01-M / DoD 8140 baseline certification requirements prior to being granted privileged access and must maintain continuing education to keep certifications current.
