About the Organization

The California Domestic Workers Coalition (CDWC), a fiscally-sponsored project of Center for Empowered Politics Education Fund, is a coalition of grassroots domestic worker organizations and their supporters from the labor, faith, domestic employer, women and other grassroots communities, who are working to advance the rights of domestic workers. In California, there are approximately 300,000 domestic workers.  We have come together as a statewide network to build the leadership and political power of domestic workers and to ensure that statewide laws and agencies protect domestic workers. Finally, we work to inspire all Californians to uphold the dignity of domestic workers inside and outside of our homes.

Position Overview

The Deputy Director of Programs and Campaigns reports directly to the Executive Director of the Coalition to develop and support the implementation of CDWC’s political and programmatic strategies, goals, and tactics. This role partners closely with the Deputy Director of Organizational Development and will join the three person Leadership Team structure for CDWC. 

Responsibilities

Drive Programs & Campaigns Strategy & Implementation (50%)

  • Lead the development and implementation of cross-team organizing and coalition-building strategies to build the base and grow the power of the domestic worker movement, through campaigns, programs, and communications. 
  • Weave together and integrate all aspects of programmatic and campaign work, towards maximizing collaboration and impact.
  • Work closely with the Executive Director, Steering Committee and CDWC staff to develop the coalition’s policy priorities, recommendations, and analysis.
  • Direct the strategic development and implementation of government partnership programs, including  the Statewide Domestic and Residential Care Worker and Employer Education and Outreach Program (DWEOP) of the CA Labor Commissioner’s Office, San Francisco Domestic Worker Collaborative under the SF Mayor’s Office of Housing and Community Development, and the Alliance Program with Cal/OSHA.
  • Oversee CDWC involvement in design, governance, and implementation of VividLife, the Homecare Co-Op Incubator Project.
  • Lead the coalition’s research strategy and participate in research teams to design, conduct and produce research that illuminates the domestic work industry and the issues that CDWC members prioritize. 
  • Set the agenda for steering committee meetings and retreats, and oversee the development and implementation of coalition governance processes and infrastructure building.
  • Navigate conflict within the coalition and build processes for transparent communication, principled struggle, accountability, and building political alignment.

Management & Organizational Leadership (30%)

  • Collaborate with other members of the Leadership Team to ensure that domestic workers are centered in every decision made, and that priorities and work plans are grounded in the organization’s strategic compass (vision, purpose, values, horizons) and 5 to 10-year milestones.
  • Collaborate with the other members of the Leadership Team and  the Coalition Steering Committee to coordinate the annual coalition priority-setting process and longer-term strategic planning.
  • Direct the integration of the Coalition’s priorities and key strategies into the development and implementation of goals and work-plans of staff, steering committee, affiliate and partner organizations.
  • Build, develop, and retain a high-performing programs and campaigns teams, through equitable, sustainable, and results-driven management
  • Directly supervise the Communications Director, Campaigns Manager, and Education and Outreach Programs Manager 
  • Oversee our programs and campaigns budget and ensure we meet our grant and contract deliverables.
  • Hold team-wide, collective responsibilities, ranging from logistics to facilitation support, to ensure successful coalition activities.

Alliance Building and External Relations (20%)

  • Oversee alliance building strategies, plans, and activities
  • Serve as legislative advocate, media spokesperson
  • Represent the organization by serving on government and institutional advisory boards and councils
  • Ensure meaningful representation of the coalition in strategic alliance and policy spaces (ex. California Coalition for Worker Power, Stronger California, Dream Alliance, California Network for Immigrant and Worker Justice,  NDWA, etc.)  
  • Build relationships with key partners, including legal partners, individual worker centers, government agencies and offices and research institutions.

Required Qualifications

  • Minimum of 10 years of relevant experience in the worker justice movement or in movements rooted in labor, immigrant rights, racial justice, or gender justice. 
  • Demonstrated passion for CDWC’s mission to build power and improve conditions for domestic workers 
  • Proven track record of planning and implementing effective organizing & advocacy programs and campaigns; deep understanding and experience with grassroots power-building.
  • Turns ideas into implementation, consistently overcomes challenges and leverages resources to creatively solve problems. Proactively asks for help, anticipates problems, and course-corrects where needed. 
  • Models excellence for work performance and care of the organization, its values, and staff.
  • Can hold the big picture while managing the details; juggles competing priorities and makes smart judgements on where to invest resources. 
  • Engages multiple stakeholders, works collaboratively, and builds trust and followership from across the organization.
  • Demonstrates inclusive, collaborative leadership by engaging diverse perspectives, building consensus, managing conflict constructively, and creating an accountable, supportive environment where staff can grow and thrive.
  • Demonstrates a strong equity lens, understanding how race and other identities shape experiences and outcomes; identifies inequitable systems and practices, supports organizational learning and accountability, and reflects on the role of identity in leadership and decision-making.
  • Clear, direct, and compassionate communicator.

Preferred Qualifications

  • Experience developing and managing organizational and/or program-specific budgets. 
  • Experience with administering government contracts. 
  • Bilingual; Fluency in English and another language commonly spoken in the Coalition (Spanish, Tagalog, Nepali, Mandarin or Cantonese). 

Work Environment / Physical Demands

This is a hybrid remote position based in either the San Francisco Bay Area (preferred) with regular visits to both CDWC office locations in Oakland and SF or in the Los Angeles area with regular travel in Southern California and the Bay.  Able to work on a computer including sitting at a desk for extended periods of time with or without reasonable accommodation; manual dexterity to operate a keyboard; able to see or read a computer screen and printed material with or without vision aids; able to speak clearly and in audible tones on the phone and in-person and be understood by others; able to hear and understand speech, including on the phone; able to understand and follow oral and written instructions; Must be able to stretch, bend, kneel, twist, squat, reach above or below the shoulder, push, grasp, and lift up to 48 pounds. Able to walk, drive, write, stand, and sit.

Employment Terms

This is a full time exempt position. This position is 40 hours per week. The salary range is $95,000 to $105,000, depending on experience.

Este puesto trabaja en estrecha colaboración con la Subdirectora de Desarrollo Organizacional y formará parte de la estructura de liderazgo de tres personas de CDWC.

Responsabilidades

Estrategia e Implementación de Programas y Campañas (50%)

  • Liderar el desarrollo e implementación de estrategias interdepartamentales de organización comunitaria y construcción de coaliciones para ampliar la base y fortalecer el poder del movimiento de trabajadoras del hogar mediante campañas, programas y comunicaciones.
  • Integrar todos los aspectos del trabajo programático y de campañas para maximizar la colaboración y el impacto.
  • Trabajar de cerca con la Directora Ejecutiva, el Comité Directivo y el personal de CDWC para desarrollar prioridades de política pública, recomendaciones y análisis.
  • Dirigir el desarrollo estratégico y la implementación de programas de colaboración gubernamental, incluyendo El Programa Estatal de Educación y Difusión para Trabajadoras y Empleadores de Servicios Domésticos y de Cuidado Residencial (DWEOP) de la Oficina del Comisionado Laboral de California, La Colaborativa de Trabajadoras del Hogar de San Francisco bajo la Oficina de Vivienda y Desarrollo Comunitario del Alcalde de San Francisco, El Programa de Alianza con Cal/OSHA.
  • Supervisar la participación de CDWC en el diseño, gobernanza e implementación de VividLife, el Proyecto Incubador de Cooperativas de Cuidado en el Hogar.
  • Liderar la estrategia de investigación de la coalición y participar en equipos de investigación para diseñar, realizar y producir estudios que visibilicen la industria del trabajo doméstico y los temas prioritarios para los miembros de CDWC.
  • Establecer la agenda de las reuniones y retiros del comité directivo y supervisar el desarrollo e implementación de procesos de gobernanza e infraestructura de la coalición.
  • Gestionar conflictos dentro de la coalición y desarrollar procesos para una comunicación transparente, el debate basado en principios, la rendición de cuentas y la alineación política.

Gestión y Liderazgo Organizacional (30%)

  • Colaborar con los demás integrantes del Equipo de Liderazgo para asegurar que las trabajadoras del hogar estén en el centro de cada decisión y que las prioridades y planes de trabajo se fundamenten en la brújula estratégica de la organización (visión, propósito, valores y horizontes) y en metas de 5 a 10 años.
  • Coordinar junto con el Equipo de Liderazgo y el Comité Directivo el proceso anual de definición de prioridades y la planificación estratégica de largo plazo.
  • Dirigir la integración de las prioridades y estrategias clave de la coalición en el desarrollo e implementación de metas y planes de trabajo del personal, el comité directivo y las organizaciones afiliadas y aliadas.
  • Construir, desarrollar y retener equipos de programas y campañas de alto desempeño mediante una gestión equitativa, sostenible y orientada a resultados.
  • Supervisar directamente a Director(a) de Comunicaciones, Gerente de Campañas, Gerente de Programas de Educación y Difusión
  • Supervisar el presupuesto de programas y campañas y garantizar el cumplimiento de subvenciones y contratos.
  • Compartir responsabilidades colectivas del equipo, desde logística hasta apoyo en facilitación, para asegurar el éxito de las actividades de la coalición.

Construcción de Alianzas y Relaciones Externas (20%)

  • Supervisar estrategias, planes y actividades de construcción de alianzas.
  • Actuar como representante legislativa y portavoz ante los medios de comunicación.
  • Representar a la organización en juntas y consejos asesores gubernamentales e institucionales.
  • Garantizar una representación significativa de la coalición en espacios estratégicos de alianzas y políticas públicas (por ejemplo: California Coalition for Worker Power, Stronger California, Dream Alliance, California Network for Immigrant and Worker Justice, NDWA, entre otros).
  • Desarrollar relaciones con socios clave, incluyendo organizaciones legales, centros de trabajadores, agencias gubernamentales e instituciones de investigación.

Requisitos Obligatorios

Requisitos Preferidos

Ambiente de Trabajo y Demandas Físicas

Este es un puesto híbrido con trabajo remoto , ubicado preferentemente en el Área de la Bahía de San Francisco, con visitas regulares a las oficinas de CDWC en Oakland y San Francisco, o en el área de Los Ángeles, con viajes frecuentes por el sur de California y el Área de la Bahía.
