ABOUT THE OPPORTUNITY

The Newport News Redevelopment and Housing Authority (NNRHA) is seeking a strategic, mission-driven Director of Finance to help shape the financial future of an organization that expands affordable housing, supports community development, and strengthens quality of life in Newport News. In this role, the Director of Finance leads accounting, budgeting, treasury, payroll, reporting, and compliance while helping ensure the Authoritys long-term fiscal strength, transparency, and accountability. The position partners closely with leadership, the Board of Commissioners, auditors, HUD representatives, and oversight agencies on financial strategy, risk management, and regulatory compliance. This position is designated as essential. Founded in 1939, NNRHA is the primary provider of affordable housing and new homebuyer opportunities for lower- and moderate-income families on the Virginia peninsula. The Authority also serves as the redevelopment arm for the City of Newport News, administering community development initiatives and partnering across the public and private sectors to strengthen neighborhoods and expand opportunity.

What Youll Do As Director of Finance,

You will lead a broad portfolio of financial responsibilities, including: Direct all financial operations: accounting, budgeting, payroll, accounts payable/receivable, treasury management, and financial reporting. Develop and implement financial plans, fiscal policies, internal controls, and long-range strategies that support the Authoritys mission and HUD requirements. Oversee preparation, analysis, and submission of all HUD-required financial reports, including FDS, REAC submissions, eFASS reporting, Capital Fund reporting, and audited financial statements. Ensure compliance with HUD regulations, 2 CFR Part 200 (Uniform Guidance), GAAP, GASB standards, Single Audit requirements, and all applicable federal, state, and local financial laws. Lead all financial audits, HUD monitoring reviews, local and state financial inquiries, and external compliance examinations, including development of corrective action plans. Provide financial guidance to the Executive Director, Board of Commissioners, and senior leadership on performance, risk management, funding utilization, and strategic decision-making. Oversee development, administration, and control of the Authoritys operating, capital, and program budgets. Monitor financial performance, cash flow, revenue projections, and expenditures to identify trends and support informed planning. Establish and maintain comprehensive internal control systems to prevent fraud, waste, abuse, and regulatory non-compliance. Oversee financial operations for affordable housing development initiatives, mixed-finance transactions, RAD conversions, bond financing, and other federally funded housing programs. Direct, supervise, and develop finance department staff and subordinate managers. Represent NNRHA in financial matters with HUD officials, external auditors, financial institutions, government agencies, and community stakeholders.

Qualifications

Education and Experience Bachelors degree in Accounting, Finance, Business Administration, or a closely related field, plus at least five years of progressively responsible financial management experience in public sector finance, affordable housing, government, or federally funded programs. Experience should include HUD financial reporting, federal grant compliance, and public housing audit processes. CPA, CGFM, or MBA preferred.

Key Competencies: Strong knowledge of government accounting principles, HUD financial reporting requirements, GAAP, and GASB standards, with the ability to explain complex financial matters clearly to leadership and board audiences. Deep familiarity with public housing and Housing Choice Voucher programs and HUD compliance frameworks. Federal grants accounting expertise, including 2 CFR Part 200, Single Audit Act, and REAC reporting. Demonstrated ability to develop complex financial forecasts, strategic budgets, and capital plans. Proven skill in designing and monitoring internal control frameworks and enterprise risk management systems. Proficiency with financial systems, Yardi platforms, and automated reporting tools. Excellent written and verbal communication skills for audiences ranging from department staff to leadership and Board members. Strong leadership, team building, and staff development abilities.

Technical Skills: Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook. Ability to learn additional software systems as required.
