Responsible for day-to-day oversight and operations of the Budget Department. Position develops, analyzes and administers the activities of the annual county and Fire District 1 budgets. Works closely with the County Manager and the Executive Team in the preparation and presentation of the annual budget, routine financial forecasting, and monthly and quarterly reporting. Ensures adherence to industry best practices.

Manage the Budget Department

• Provide day-to-day supervision of Budget section staff
• Perform evaluation of direct reports
• Ensure staff have the skills and resources to get things done. Provides staff with coaching, training, and opportunities for growth.
• Establish clear, written internal policies and procedures
• Work toward continuous improvement and/or implementation of best practices
• Establish workload and monitor progress to ensure deadlines are met
• Communicate clear and concise expectations and holds them accountable to the standard on a regular basis
• Treats staff fairly and consistently.
• Provides direction without micro-managing
• Address all Budget Department personnel issues
• Support Deputy CFO with special projects and issues as needed
• Attend off-site meetings and trainings as needed

Manage the organization development and implementation of the annual budget

• Develop and implement the County and Fire District 1 operating budget
• Key advisor to County Manager on all budget issues
• Analyze all budget submissions, requests, and proposals
• Oversee publication of all budget books, quarterly financial reports, and monthly financial reports
• Update budget documents to comply with changing GFOA Distinguished Budget program criteria
• Oversee execution of the Capital Improvement Program
• Monitor and ensure divisional compliance with annual operating budget
• Work closely with the Accounting Director to determine financial accounting structure
• Prepare and submit the certified budgets by statutory deadline

Develop the long-term financial forecast for the County

• Perform data gathering and determine impact of external environmental factors that have potential budgetary impact on the county
• Conduct research and presents findings in the five year forecast
• Review environmental scans for accuracy and completeness; and determine which are appropriate for inclusion in the financial forecast
• Stay abreast of major economic indicators, political trends, and historical spending patterns.
• Monitor county’s fiscal position through analysis and projections of revenues and expenses and alert County Manager and Executive Team of potential adverse impact to County’s fiscal health

Minimum Qualifications: Bachelor’s Degree from an accredited college or university. Three years experience in governmental budgeting or research or any equivalent combination of training and experience which provides the required knowledge skills and abilities. Per Sedgwick County policy, this is a driving level position that requires a valid Kansas driver’s license without restrictions and current proof of automobile insurance.

Preferred Qualifications: At least five years related experience in governmental budgeting or research. Master’s Degree from an accredited in Finance, Accounting, Public/Business Administration or a related field.
