Job Summary Under the general supervision of the Public Works Director Performs the maintenance, repair, and construction of streets, drainage systems, water and sewer lines, and alleys Operates various hand tools, power tools, light equipment, and vehicles to accomplish assigned work Performs other related work as required Performs manual labor tasks Essential Functions Skillfully and safely operates hand tools, axes, air compressors, jackhammers, cutting torch and various weight hammers, lawn mowers, chain saws, wood chipper, and tractors Performs manual labor for street, drainage, and traffic maintenance, operation, and construction Prepares streets and roadways for paving; hauls, processes, and compacts road materials Performs milling and paving of streets Repairs damaged sidewalks and curbs; patches potholes in roadways Trims trees and/or shrubbery obstructing Clears all infrastructure in the right‑of‑way of debris Installs and repairs street signs, traffic signs, and other types of signs for City departments Responsible for the safe operation of vehicles and equipment, including washing, servicing, and reporting any defects to a supervisor Must be able to follow written and oral directions Must be able to write reports by hand Carries up to 100 pounds and pulls, pushes, or drags up to 150 pounds of repair equipment and material Climbs, crawls, kneels, squats, stoops, and bends freely when performing repairs Sits or stands for extended periods of time Hears clearly when working around equipment and in traffic, using safety equipment and precautions Works indoors and outdoors in extreme temperatures including heat, cold, temperature swings, and inclement weather Is exposed to dust, fumes, and loud noises, using proper safety precautions Works in confined spaces Marginal Functions Subject to after‑hour call out for emergency situations Drives and operates various pieces of equipment such as cars, trucks, and tractors May assist in performing water meter reading functions May assist or participate in animal control officer duties Mandatory drug screening Provides services to the general public when emergency conditions warrant it, either in preparation for, or as a reaction to, one or more disastrous events such as a civil disturbance, hurricane, tornado, earthquake, flood, ice storm, fire, or other disasters which threaten the safety of the citizens Minimum Requirements High school diploma or equivalent required One (1) year experience operating heavy equipment or performing street, drainage, or traffic maintenance work is required Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job will be considered A Commercial Driver's License is required within six (6) months of employment Must possess a valid Texas Driver's License with an acceptable driving record Physical Demands and Working Conditions Physical requirements include lifting up to 85 pounds occasionally. Subject to vision and hearing constantly; standing, walking, pushing/pulling, reaching, handling, balancing, talking and foot controls frequently; sitting, lifting, carrying, fine dexterity, kneeling, twisting and climbing occasionally; crouching, crawling and bending rarely Working conditions involve exposure to variable and/or extreme weather conditions, dust, dirt, heavy equipment, vehicle traffic, hot asphalt, hazardous chemicals/materials, and infectious diseases; utilizes personal protective equipment as required The City of Manvel offers an excellent benefits package including a voluntary ICMA 457 deferred compensation program, as well as membership in the Texas Municipal Retirement System (TMRS) with a 2:1 employer match.
