Senior Program Analyst, Credit Risk Oversight (On-Site Team Lead)

Connexus Hub is building an eight-person support team for a federal financial regulator in Southwest Washington, DC. The team performs risk-based reviews of lenders participating in a federal guaranteed loan program: collecting and analyzing material for delegated authority renewals and nominations, running desktop reviews, and producing work papers and reports the agency uses to decide which lenders need closer supervision.

This is the senior analyst seat on that team, and the person in it also runs the site. Roughly three quarters of the week is analytical work. The rest is supervision: you are the day-to-day point of contact for the Agency’s contracting officer representative, and the person our program manager calls.

It is a working lead role, not an oversight role with no output of its own. If you want to stop doing analysis, this is the wrong job.

The analytical work, which is most of it

• Lead the complex analyses on the team: scope them, choose the method, get the data, do the work, and present the findings. This is the seat that takes the question nobody has answered yet.
• Build and maintain the dashboards and analytic products OCRM leadership actually uses — performance measures, portfolio metrics, oversight indicators — and keep them current as the programs change.
• Integrate financial, operational and qualitative information into a view of how a lender or a program is performing, and write it up so a decision-maker can act on it.
• Support financial reporting for the Agency’s lending and lender oversight programs.
• Perform management analysis: whether work is being done in line with procedure, where the process is weak, and what to change.
• Identify emerging risks, data gaps and performance problems early, and propose the change to the metric, the report or the process before someone asks.
• Write the decision memos, white papers and briefings, and present them.
• Mentor the junior analysts on the team and serve as the internal reference point on metrics and method.

Running the site, which is the rest

• Supervise the eight contractor staff assigned to the site and keep coverage in place across the Agency’s 0630 to 1800 Eastern operating window.
• Own the suitability pipeline. You review every employee’s security package, certify it complete and accurate, and chase what is missing until each person is cleared to report. Nobody works in that building until you have signed off.
• Certify timecards and attendance records and get hours and payroll information back to corporate on the schedule invoicing depends on.
• Track leave requests and approvals and keep the schedule whole when people are out.
• Work with corporate on time, wage and benefit questions, and handle disciplinary matters through to termination when it comes to that.
• Maintain the training and personnel records the Agency requires for staff working in its space.
• Surface problems to the COR and to our program manager early enough that they are still fixable.

What you need

• A bachelor’s degree in public policy, public administration, business administration, economics, finance, statistics, data analytics or a closely related field. This one is not negotiable — the contract requires it for this position and there is no experience substitute. A master’s is preferred, particularly if your strength is complex analysis or policy evaluation.
• Three or more years of progressively responsible analytical experience at roughly the GS-11 level: leading substantive program analyses, designing performance measurement frameworks, or running evaluation projects whose conclusions senior management used to make decisions.
• Advanced Excel, and either working familiarity with a BI or visualization tool or a clear track record of picking one up fast.
• Experience planning and executing a contractor personnel transition involving three or more employees — standing up a team on a new award, or moving a team through a contract change. Be ready to say which contract, how many people, and what the timeline looked like.
• Supervisory experience in a federal on-site environment, including timekeeping, leave and personnel actions.
• S. citizenship, and the ability to pass a Tier 2 background investigation and obtain an HSPD-12 credential.
• Willingness to complete a credit report release as part of the suitability package. SBA requires it for everyone on this contract and unresolved derogatory credit is likely to be disqualifying. We would rather say that now than after an offer.
  

What would set you apart

• Working knowledge of the SBA 7(a) Loan Program, delegated lender authority, or lender oversight and enforcement.
• Hands-on use of the Lender Portal, the Capital Access Financial System (CAFS), or comparable federal credit-risk systems.
• A background in bank supervision, credit review, internal audit, or commercial portfolio risk.
• Experience managing more than one task order at a time under a single contract.
• Business-level Spanish, written and spoken. One person on the team needs it and it does not have to be the supervisor, but it helps.
