Job Summary The Senior Declassification Programs Lead (MDR & FRUS) provides leadership, oversight, and subject matter expertise for Mandatory Declassification Review (MDR) and Foreign Relations of the United States (FRUS) program activities supporting federal national security missions. This position is responsible for managing personnel, directing declassification review operations, developing and implementing declassification policies, and coordinating with Department of Defense (DoD), Department of Energy (DOE), and other federal agencies to ensure compliance with applicable laws, regulations, and executive directives governing classified national security information. The successful candidate will lead teams responsible for reviewing classified records, resolving complex declassification issues, and ensuring MDR and FRUS activities are conducted efficiently, accurately, and in accordance with Executive Order 13526, DoD information security requirements, and other federal declassification authorities. Responsibilities Lead and manage personnel supporting MDR, FRUS, and related declassification review programs. Oversee daily operations involving the review, analysis, and processing of classified national security information. Direct the execution of Mandatory Declassification Review (MDR) requests and support Foreign Relations of the United States (FRUS) historical review activities. Develop, implement, and maintain policies, procedures, and operational guidance governing declassification programs. Ensure compliance with Executive Order 13526, applicable DoD information security regulations, DOE requirements, the Atomic Energy Act of 1954, and other federal directives governing classified information. Provide subject matter expertise across declassification program areas, including: Mandatory Declassification Review (MDR) Foreign Relations of the United States (FRUS) Access to Declassified Records (ADR) Systematic Declassification Freedom of Information Act (FOIA) reviews Security and Classification Reviews Coordinate declassification activities with DOE, DoD, the Department of State, National Archives and Records Administration (NARA), and other federal agencies. Review and evaluate classified records containing Restricted Data (RD) and Formerly Restricted Data (FRD) in coordination with appropriate authorities. Develop recommendations and resolutions for complex classification and declassification issues. Monitor program performance, staffing, workloads, and quality assurance measures to ensure timely and accurate completion of reviews. Prepare reports, status updates, and executive briefings for Government leadership and stakeholders. Support audits, inspections, records management initiatives, and program compliance reviews. Identify opportunities to improve review processes, operational efficiencies, and declassification program effectiveness. Education and Experience Minimum of 6 years of experience managing personnel , including supervision, workload management, and team leadership. Minimum of 3 years of experience supporting Mandatory Declassification Review (MDR) and Foreign Relations of the United States (FRUS) programs . Minimum of 3 years of experience developing and implementing policies and regulations governing declassification programs , including: MDR FRUS Access to Declassified Records (ADR) Systematic Declassification Freedom of Information Act (FOIA) Security and Classification Reviews Demonstrated experience applying and interpreting: Executive Order 13526 Department of Defense information security regulations Department of Energy security requirements Atomic Energy Act of 1954 Restricted Data (RD) and Formerly Restricted Data (FRD) requirements Other federal regulations governing classified national security information Minimum of 3 years of experience coordinating with DOE, DoD, and other federal agencies in the declassification process . Bachelor of Arts (BA) or Bachelor of Science (BS) degree from an accredited institution in any discipline Required Skills Experience supporting Department of State, DoD, DOE, NARA, or Intelligence Community declassification programs. Experience managing classified historical records review projects. Experience with electronic records review and declassification management systems. Familiarity with archival research, records management, and government disclosure processes. Experience supporting executive-level stakeholders in national security environments. Knowledge, Skills, Abilities Expert knowledge of federal declassification policies, procedures, and authorities. Thorough understanding of MDR and FRUS review processes. Strong knowledge of Executive Order 13526 and federal information security requirements. Ability to interpret and apply complex classification and declassification guidance. Excellent leadership, personnel management, and team-building skills. Strong analytical and problem-solving capabilities. Exceptional written and oral communication skills. Ability to prepare executive-level reports, recommendations, and briefings. Ability to collaborate effectively with senior government officials and interagency stakeholders. Strong organizational skills with the ability to manage multiple priorities in a secure and fast-paced environment. Security Clearance Must possess a current, final, and fully adjudicated Top Secret/Sensitive Compartmented Information (TS/SCI) clearance .
