Recruitment and Retention Counselor

The Village is accredited by the International Commission on Accreditation of Rehabilitation Facilities (CARF) for its Adoptions, Foster Care, Mental Health, Wraparound, and Drop-In Center services. We deliver evidenced-based behavioral health services to children, youth and adults, and has long been at the forefront of culturally sensitive foster care and adoption services.
POSITION DESCRIPTION:
The position is responsible for counseling prospective resource parent/families through the recruitment certification process and supporting their retention. Recruitment includes identifying potential families that wish to foster children through TVFS and subsequently transitioning them into the Home Study Process and through completion of RFA certification. The Recruiter will coordinate recruitment, retention and support group events to increase recruitment prospects and increase retention of resource parents. The position requires that the individual be knowledgeable of and follow the applicable laws and regulations of the resource family approval process and strategies on the recruitment of new families. The individual must have the ability to work effectively with others, manage personnel, and program issues as they apply to the position. The coordinator will also act as a recruiter introducing prospective resource families to the Agency through advertising, phone interviews, social media, and presentations to businesses, clubs, and community organizations. This person will ensure the approval requirements set by Community Care Licensing, and the agency are fully met. The goal is to build a cohesive, communicative, knowledgeable group of long-term, dedicated resource families that can provide care and support to youth at any level of care needed. This individual will display an understanding of Foster Care Administration, Title XXII regulations, and ensure compliance with DCFS contracts, Interim Licensing Standards (ILS) and Continuum of Care Reform Provisions. The Individual will have knowledge and experience with the child welfare system and understanding of the impact of trauma on this population.REQUIREMENTS & QUALIFICATIONS:
The position requires that the individual have excellent public relations and communication skills. The individual must have an outgoing personality and be self-motivated period or professional demeanor in appearances necessary Master's degree with 2 years of experience working directly with resource parents and a foster family agency OR Bachelor's degree 5 years of experience working directly with resource parents and a foster family agency Must Possess a valid California driver's license Statement of sound physical health from a licensed physician, including tuberculin skin test Must meet all requirements set by Community Care Licensing pertaining to the hiring of employees by a licensed community care facility Experience working directly with foster parents in a foster family agency Fingerprint clearance from the Department of Justice All direct staff have proof of immunity to vaccine-preventable diseases transmitted by the respiratory route: Varicella 2 doses (at least 4 weeks apart) MMR 2 doses (at least 4 weeks apart) TDap complete primary vaccination series completed at childhood, 1 TDap dose in adulthood Influenza, 1 dose annually during flu seasonKEY RESPOSIBILITY AREAS:
Utilize a multi-systemic approach to recruit staff including, but not limited to: Advertisements (determine value and efficacy of such advertisements), Presentations to the community Function as the point of contact for prospective Resource Parents Assist in developing and carrying out the marketing plan within an assigned geographical area Willing to work weekends in order to attend events and facilitate trainings Knowledge and experience in areas of recruitment and public relations Demonstrated ability to organize, plan and follow through with assigned tasks and to present oneself in a professional manner Targeted community outreach and recruitment in the HP area for RP homes specific to Unaccompanied Minor Transitional Foster Care Document as required in office of refugee resettlement paperwork in the Federal portal technology system Maintain RP certification metrics in paper charts for office of refugee resettlement Parent files If there are any other systems or programs that families will need to be entered in, she can be in charge of that the way she is for FFA homesESSENTIAL DUTIES AND RESPONSIBILITIES:
All of the responsibilities listed below are considered essential functions of this position. Additionally, this position is expected to ensure adherence to the core operating values and the strategic direction of the agency. 1. Coordinate the following events for prospective and existing resource parents per the master foster care training schedule: Minimum 3 recertification/recruitment events per year, of 20 + resource families for the North Hollywood and Huntington offices Minimum 5 smaller recruitment/retention events per year in HP, of 3-5 people to foster a Word-of-Mouth referral effect Seek outreach opportunities; plan and schedule community outreach events 2. In conjunction with the ISFC Program Manager identify and recruit families who may serve ISFC children 3. Facilitate the transition of minimum 20 prospective foster families annually into the home study phase, which involves managing the virtual file of a prospective family to include: Initial application, clearances, consent forms and disclosures Live scan of all applicants, their frequent visitors, adult children, childcare providers Initial resource home inspections for safety in compliance with community care licensing and agency regulations as assigned Training certificates that are required in compliance with agency contracts 4. Contact prospective resource families at a minimum of 2 times per month to guide them through the certification process and log all communication through the BINTI portal and the Counselor Monthly Report 5. Inform CCL of resource family approval/rescinds; upload to the state web app 6. Ensure all criminal exemptions are cleared through CDSS report to OHCMD promptly 7. Notify CDSS of disassociations of resource parent, frequent visitors, or adults in the home and complete all necessary paperwork 8. Develop community awareness of the agency; schedule speaking engagements within the community, and give presentations 9. Assist as assigned with ongoing training for approval of resource parents and their homes 10. May participate and facilitate orientations and trainings with prospective resource families; assist with prospective and ongoing trainings for resource parents; maintain and update training schedules as assigned 11. Oversee all resource parent compliance and track resource parents' progress through the training and RFA certification 12. Maintain resource families in the FCSS (Foster Care Search System) 13. Ensure that all agency and contractual paperwork is properly completed EHRS, and that paperwork deadlines are met according to agency standards 14. Attend regularly scheduled agency wide meetings and other meetings as required or assigned 15. Conduct all functions in accordance with Agency guidelines, policies, and procedures 16. Comply with applicable professional licensing or approval requirements and ethics 17. Arrange work schedule or required hours to benefit of the program 18.
