Senior Accountant

The Senior Accountant helps ensure the City's financial resources are managed accurately and responsibly. By coordinating accounting, budgeting and financial administration, this role supports informed decisions, accountability and the City's ability to deliver essential services to the community.

Position Functions

• Assist in the management, preparation and administration of the annual budget with the accounting staff, including departments as needed.
• Oversee and manage capital improvement program including special project monitoring expenditures and act as liaison between Finance other departments and vendors and/or outside agencies on all Capital projects.
• Manage and assign all project codes City Wide working with key department personnel.
• Manage and oversee the requisitioning and payments for all capital expenditures city-wide including background data for bidding, budget review for funding, and recommendations.
• Oversee the continuous audit of balance sheet, revenue and expenditure accounts.
• Oversee the compiling, revising and developing Standard Operating Procedures for each Division and for the Department and monitoring confirmation that employees have reviewed the policies in conjunction with the Comptroller.
• Coordinate the preparation of the journal entries from all sources including budget transfers.
• Manage and assist with the preparation of work papers, supporting schedules, journal entries and reports for the Annual Comprehensive Financial Report.
• Manage and complete the preparation of the bank reconciliation process, to include, but not limited to: Master account, payroll, pooled cash, Flex Plan, and Workers Comp.
• Manage and oversee the inventory and annual audit of fixed assets (machines and equipment)/Capital expenditures: maintenance of fixed assets records, reconciliation of subsidiary ledgers, auction.
• Assist with the completion of citywide bi-weekly payroll processing.
• Assist with the completion of processing of pension plan earnings and retirement benefits.
• Train and oversee staff providing backup for accounting.
• Provide back up assistance to the Comptroller as necessary.
• Document and maintain the City's system of internal controls.
• Perform additional duties as assigned. Be available for emergency call-outs.
• In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.
• Complete required trainings as specified within the City Comprehensive Emergency Management Plan.

Qualifications

MINIMUM QUALIFICATIONS:

• Bachelor's degree in Accounting and three (3) or more years' experience in the field of practical accounting.
• One (1) or more years of accounting experience in a government agency or non-profit

PREFERABLE QUALIFICATIONS:

• Certified Public Accountant
• Certified Government Financial Officer
• Experience with Tyler Technology systems
• Experience in federal and state grant accounting and reporting.
• Willingness to adopt AI and emerging technologies.
