Job Title Assistant Chief Investigator – Support Operations (Department of Financial Services, Investigations and Intelligence Division, Insurance Frauds Bureau) Location New York, NY (City of New York, NY; Albany, NY; NYC Metropolitan Area including Suffolk, Nassau, Rockland, and Westchester Counties) Overview The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. This position reports directly to the Deputy Director of Investigative Support in the Insurance Frauds Bureau. The primary responsibility is to oversee staff tasked with providing operational support including resource procurement, evidence control, integrity control, records custody, and peace officer training. Duties Develop peace officer training curriculum consistent with current New York State Division of Criminal Justice Services (DCJS) and Municipal Police Training Council (MPTC) standards. Manage DFS in‑house peace officer training program including outlining syllabus, scheduling training classes throughout the year, procuring training facilities (e.g., firearms, defensive tactics), and coordinating DCJS‑certified instructors. Supervise and oversee support team in all day‑to‑day activities, including planning and assigning work. Establish goals and priorities for tasks involving resource procurement, evidence control, integrity control, records custody, and peace officer training. Liaise with DFS business units and essential agencies (procurement, legal, risk, human resources, information technology, facilities, DCJS, MPTC, and the New York City Department of Citywide Administrative Services) to deliver certified peace officer training. Monitor staff performance to ensure support operation matters are being resolved efficiently, effectively, and in accordance with Bureau policy and New York law. Provide direction and support to staff on complex matters and operational policy concerns. Review staff work product to provide positive and constructive feedback to help staff achieve their support operations objectives while advancing their professional development. Raise critical support operation issues to Bureau management and recommend solutions to achieve successful outcomes. Ensure sensitive matters and confidential information are protected and only shared with individuals who need to act upon the information. Manage staff training to ensure continued professional development. Expertly present case material to senior‑level government and law‑enforcement authorities. Represent the Bureau at official meetings and maintain meaningful partnerships with federal, state, and local law‑enforcement entities. Manage administrative matters including task assignments, time‑sheet verifications, and overtime approvals. Conduct staff annual performance evaluations. Assist in the Bureau’s special projects and other assignments as needed. Overnight travel may be required up to 20%. Performance may require frequent, unscheduled work on evenings and weekends and requires 24/7 availability. Minimum Qualifications Possession of a current NYS basic police school certification, peace officer certification, or the ability to attain its equivalent, and ability to drive a vehicle with a valid NYS driver’s license. Peace officers at DFS must be U.S. citizens residing in New York State. At least nine years of law‑enforcement experience, including at least eight years of relevant investigative work experience, and at least two years of supervisory experience. Preferred Qualifications Excellent judgement and proven ability to conduct complex fraud investigations and lead investigative teams. Ability to work effectively in a fast‑paced environment and produce high‑quality work under deadlines. Experience conducting complex investigations involving large data sets (telephone records, financial records, social media, rideshare, mobile banking, cash apps, digital wallets, and other records). Excellent organizational and analytical skills. Excellent oral and written communication and presentation skills. Salary & Benefits Salary: $106,898 – $131,665 annually, commensurate with experience. Positions within the NYC metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester counties, are eligible for an additional $4,000 annual downstate adjustment. Employment with New York State qualifies an individual for Public Service Loan Forgiveness (PSLF). Appointment Appointment type: Full‑time, permanent, exempt jurisdictional class.
