Human Services Deputy Division Manager

We are seeking a highly motivated, innovative and enthusiastic staff member to join our Operations and Organizational Development Division as a Deputy Division Manager. The Deputy Division Manager manages operations and personnel through subordinate supervisors of multiple programs and services within their specific area. This position performs and manages program planning, development, and service delivery; develops and coordinates resources as required to deliver programs and services to the community. This position is a hybrid position and will require at least one day/week in the office. You will be required to have adequate internet access and space for remote work. Larimer County provides an annual remote work stipend to assist with equipment and office supply needs for remote workspaces. Responsibilities What you'll be doing: Overseeing policy and procedure standards across assigned programs, continuously evaluating operational performance, efficiency, and service quality. Interpreting and applying federal, state, and local regulations; ensuring strict program compliance, briefing the Division Manager on regulatory shifts, and serving as an informational liaison for staff and community partners. Assisting supervisors in managing high-level escalations, mediating complex complaints, and resolving sensitive disputes involving staff, clients, and vendors. Leading the development, execution, and ongoing evaluation of Human Services (HS) staff safety protocols, facility security standards, and emergency preparedness policies and procedures. S erving as the lead designated essential staff member in active partnership with the Office of Emergency Management (OEM), directing HS-related emergency response operations, mass care, and community sheltering strategies. Directing division-wide safety drills, risk assessment protocols, and emergency training programs to guarantee workforce readiness and maintain business continuity during critical incidents. Providing administrative and operational leadership in partnership with the Division Manager, including personnel management, resource allocation, and program oversight. Establishing data-driven performance measures, compliance tracking systems, and audit workflows to monitor both program outcomes and safety protocol adherence. Resolve or mediate conflicts between agencies, staff, and/or clients. Plan, organize, and coordinate the work of others. Assist in the negotiation and management of contracts for service. Organize material and present information clearly and concisely in verbal and written form. Perform effective public speaking to groups of varied interests and backgrounds. Maintain sensitive and confidential information. Act as an official representative of the County in a professional manner with local, state, and national agencies and organizations. Qualifications All candidates will be screened for the following required minimum qualifications. Any candidate who does not meet all of the qualifications listed as required will be eliminated from the process. Four (4) years of experience in a directly related human services or public assistance field or in the performance of similar duties and responsibilities including supervisory or administrative experience required. Bachelor's degree or equivalent from an accredited college or university with major coursework in Human Services, Public Administration, or a related field preferred. Related education or experience may be substituted on a year for year basis. Possession of a valid Driver's License by date of hire required.
