SUPERVISORY CONTRACT SPECIALIST

You will serve as the supervisor for the Requirements Office within U.S. Fleet Cyber Command. Duties You will provide expert technical procurement support and package development for submission to external Awarding Offices You will lead a multi-disciplinary team in the technical and administrative oversight of procurement requirements for highly specialized intelligence-related supplies, services, and research and development. You will act as a primary advisor to program officials on procurement objectives and acquisition strategies, analyzing and integrating complex contractual data to develop comprehensive requirements packages for submission. You will apply expert judgment to interpret existing policies and develop innovative analytical methodologies for non-routine contracting problems. You will maintain high-level liaison with professionals across the intelligence community and external contracting offices to resolve disagreements and align procurement actions with mission priorities. You will make technical decisions and commitments based on regulations and guidelines. Requirements Conditions of employment Must be a US Citizen. Must be determined suitable for federal employment. This position requires a periodic successful Counterintelligence (CI) Scope Polygraph examination with No Deception Indicated (NDI) This position may require a 2-Year DCIPS trial period. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. PPP applicants must currently hold the required security clearance. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service, or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Advanced technical expertise in federal procurement and proven leadership capabilities; Analyzing complex contractual data and developing comprehensive procurement requirements packages for submission to external Awarding Offices, specifically for highly specialized intelligence-related supplies, services, and research and development (R&D); Independently performing critical technical contract administration tasks, such as evaluating rate adjustments, conducting cost coordination, and developing technical justifications for change orders or terminations, using expert knowledge of acquisition regulations (e.g., FAR, DFARS); Supervisory skills: managing resources, appraising employee performance, and supporting staff development; High-level communication in liaision with the Intelligence Community and resolving non-routine contracting problems. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Commencing from the time the member enters an AWF position throughout his or her continuous tenure in the AWF. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment. This position is subject to an initial drug screening, and random testing thereafter.
