The Air Force Civilian Service (AFCS) is looking for a Full-Time Contracting Officer, GS-1102-14 to work for the Cyber Capabilities Support Office (CCSO), Secretary of the Air Force Concepts, Development, and Management Office (SAF/CDM) at Fort Washington in Fort Washington, Maryland. Position requires the employee to have a warrant up to $10M. SALARY RANGE: $143,913 - $187,093 Relocation/Recruitment may be offered. This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Qualifications/Requirements: You will serve as a warranted contracting officer for the Cyber Capabilities Support Office (CCSO), Secretary of the Air Force Concepts, Development, and Management Office (SAF/CDM). To provide business advice and perform all pre-award and post-award functions for a wide variety of highly specialized procurements of significant importance to the agency or multiple agencies using a wide range of contracting methods and types. To procure services, and commodities for complex and/or diversified programs such as Program Executive Officer (PEO) programs; Acquisition Category (ACAT) rated programs, actions deemed as "other contracting" pursuant to the Air Force FAR supplement; enterprise-wide strategic sourcing initiatives or programs affecting strategic national objectives; research, development, production, operational test and evaluation, sustainment of extensive specialized equipment or systems, state-of-the-art systems, and/or programs and equipment that are not well defined or span successive program stages. U.S. Citizenship Required. Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. Further qualifications can be found at This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Incumbent is required to complete "Public Financial Disclosure Report" pursuant to Title 1 of the Ethics in Government Act of 1978, as amended (The "Act"), 5 USC App 101 Et Seq. Incumbent is required to file an OGE-450, "Confidential Financial Disclosure Report," upon appointment and will be required to file annually. The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the duties of the position. Knowledge, Skills and Abilities: Serves as a warranted contracting officer. Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex and/or diversified services and commodities. Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact-finding/market research. Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems and their solutions. Knowledge of formal source selection methods, policies, and procedures; contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established and approved rates to determine price reasonableness or to determine a negotiation position. Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to ensure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals. May be required to work overtime on an unscheduled or emergency basis. May be required to travel by military or commercial aircraft in the performance of TDY assignments.
