The Communicable Disease Health Services Manager I (HSM I) functions as a key bridge between executive leadership and operational administration. Reporting directly to the Health Services Manager II in the Communicable Disease (CD) Bureau, this role combines high-level strategic planning, policy development, and grant oversight with hands-on middle-management supervision and day-to-day bureau accountability. The incumbent is responsible for providing coordination and support for the CD supervisors overseeing the HIV/STI Prevention, Tuberculosis Control (TB), Perinatal Hepatitis B, Medical Records, Communicable Disease Control and Investigation program sections, along with managing the day-to-day activities and accountability for the HIV Surveillance section. The incumbent must be adept at research and self-directed continuous learning to stay abreast of latest guidance and evidence-informed best practices in communicable disease control. The incumbent is responsible for providing input on budgets, developing program goals, writing grants, managing fiscal inventory, and monitoring program activities in support of department objectives. This position involves minimal travel primarily in the City of St. Louis; with occasional out of town travel and overnight stays. Essential Functions and Responsibilities Assist in monitoring subordinate staff work performance to determine overall conformity to established work schedules, timetables, and quality standards, and documented and communicated employee production levels and training needs. Share suggestions and recommendations with staff procedure and activities with the Director/ Commissioner of Health for the betterment of program functions and activities. Attend staff and in-service meetings as necessary or as instructed and/or in the absence of Director/Commissioner of Health Assist with writing and grants as requested. Maintain complete inventory and control of fiscal management. Executive Strategy & Policy Development: Assess population health needs, formulate bureau-wide policies and operating procedures, and translate strategic goals from the HSM II and Director/Commissioner of Health into executable operational plans. Operational Leadership & Supervision: Directly (approx. 5) or indirectly manage and evaluate a diverse team of supervisors, public health nurses, and staff, and administrative support staff. Fiscal & Grant Oversight: Drive grant acquisition strategies and manage division contracts and resource allocation. Continuous Quality Improvement: Drive programmatic evaluations to continuously optimize bureau services and staff productivity. Inter-Agency & Public Relations: Act as a strategic liaison to external agencies to communicate public health guidelines and health promotion initiatives. Perform all other duties as requested by the HSMI, Director/Commissioner of Health. Maintain daily operational accountability for Communicable Disease Bureau staff and programs, in conjunction with supervisors. Direct and review the work of program supervisors, establishing performance indicators and conducting timely employee evaluations. Exercise strict operational oversight and administrative approval of workplace flexibility arrangements, including remote work schedules, on-call rotations, overtime authorization, and compensatory time allocations. Coordinate with HSM II on priority initiatives, procurement, or budgetary considerations. Ensure strict adherence to program deliverables and milestone scopes of work for contracted programs (e.g., HIV Prevention and Surveillance, TB Control). Review and approve all bureau outreach initiatives, media engagements, and external communication requests to ensure alignment with department objectives, scientific accuracy, and community health priorities. Ensure standing orders remain current, working alongside program supervisors to enforce strict adherence to clinical staff licensure, certifications, and scopes of practice. Oversee disease surveillance workflows, investigations, and offsite clinic operations. Collaborate with the CD Control team and other health departments; remaining abreast on outbreaks to implement and communicate response protocols across St. Louis City. Manage recruitment, interviewing, staff onboarding, and workforce development to address training needs across bureau units. Conduct regularly scheduled staff and partner meetings to align workflows with objectives. Oversee, monitor, and quality-assure division contracts and grants, while leading the pursuit, development, and administration of grants to fund bureau priorities. Establish strategic networks and intergovernmental partnerships with the CDC, MDHSS, hospital infection control teams, and local health maintenance organizations. Represent the department in media engagements, public hearings, and regional health coalitions. Evaluate bureau performance, preparing comprehensive monthly, quarterly, and annual reports. Support PHAB reaccreditation initiatives and documentation requirements. Support executive leadership to enforce health laws/regulations or ordinances. Knowledge, Skills and Abilities Data Utilization: Requires the ability to perform basic level of data analysis including the ability to review, classify, categorize, prioritize and/or reference data, statutes and/or guidelines and/or group, rank, investigate and diagnose. Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships. Human Interaction: Requires the ability to provide paraprofessional level counseling in semi-specialized areas, such as social service referral and casework. Equipment, Machinery, Tools and Materials Use: Requires the ability to operate a variety of office equipment such as computer terminal, typewriter, telephone, fax machine, calculator/adding machine, computer printer and photocopier. Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as detainee records, case notes, referral recommendations, incident reports, contact sheets, grievance forms, treatment plans, intake forms, directories, statutes, procedures, guidelines and non-routine correspondence. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division. Functional Reasoning: Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives. Situational Reasoning: Requires the ability to exercise the judgement, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable. Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to disease and irate individuals poses a very limited risk of injury. Physical Requirements: Requires the ability to lift files and office materials up to twenty pounds. Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of shapes and sounds associated with job-related objects, materials and tasks to clearly distinguish objects and communicate with detainees and others. Qualifications A Bachelor’s degree in Public Health, or a directly related field; plus four years of professional public health experience that includes at least one year in a management capacity. OR an equivalent combination of education, training and experience. Must possess a valid driver's license at the time of filing application and be able to present it upon request.
