Would be very rare if ratios were 1:3 in Phase 2. If it's your turn to take weekend call, Fri/Sat/Sun would count as 3 call shifts for the month. Manager said that they don't get called out that much. Most of their call time tends to be at the end of the day & rarely goes past 7 pm. If someone has to stay late, it is usually at the end of the day. This could happen maybe twice/week on their heavy ortho days. For example, they only had 1 case on the weekend the entire month of February. They rarely get called. Call is very easy here.
