Financial Analyst II
Coordinates and provides financial information to management by planning, developing, interpreting, monitoring, processing and reporting financial information for use by management.
Prepares financial analysis, periodic and ad-hoc reports by researching, compiling, monitoring, and summarizing current and historical financial information and data, reporting on variances and trends, and compiling financial information from various financial systems.
Monitors and analyzes expenses and activities and identifies and solves potential or existing problems.
Prepares work for processing by gathering and sorting documents and related information; verifying correct funding.
Monitors and provides assistance with components of the annual operating budget, forecast, estimates, business plan, performance measures and satisfaction surveys.
Assures compliance with conditions of grant by monitoring and analyzing Interlocal agreements, contracts, grants and subcontract expenses and activities; ensuring compliance with federal and local laws. Prepares and submits grant reporting.
Prepares/approves accounting and financial transactions by verifying documentation and accurately completing transactions.
Reviews documentation and funding information for accuracy and ensures that transactions are processed in accordance with city policy, applicable laws and regulations, and sound business practices
Assists departments and other customers by providing procedural and financial information and guidance with financial systems.
Researches and provides information requested by City Council, City management, boards and commissions, vendors, the public, regulatory agencies and other City offices.
Maintains computer spreadsheets and databases to support project data analysis and financial reporting.
Monitors and analyzes revenue by researching, compiling, reviewing accounts and summarizing current and historical data.
May provide leadership, work assignments, evaluation, training and guidance to others.
Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

- Graduation with a Bachelors degree from an accredited college or university with major course work in a field related to Finance, Accounting, or Economics plus two (2) years' experience in a related field.
- A Master's degree in Finance, Accounting, Economics, Business or Public Administration or other relevant field may be substituted for experience.

- Experience assisting with reports, analyses and financial models used in revenue, capital, and operating forecasts and budget development.
- Experience assisting in preparing cost allocation, cost-of-service rate analyses and rate structure components.
- Experience processing financial transactions by gathering and analyzing data, verifying funding accuracy, and performing needed reconciliations to support timely budgeting and accounting workflows.
- Working knowledge of City of Austin financial systems (AIMS, eCOMBS, eCAPRIS), including experience running reports, researching financial data, and providing guidance and system support to internal customers.
- Experience creating and using Business Intelligence tools, dashboards, or data visualization platforms for data gathering, trend identification, and supporting financial reporting needs.
- Strong proficiency in Microsoft Excel, including advanced formulas, pivot tables, and data modeling tools to maintain spreadsheets, analyze financial information, and support management decision-making.
The Financial Analyst II position is a professional role responsible for performing a variety of financial analysis, reporting, and support activities. Key responsibilities include:
- Budgeting & Forecasting: Assist with the development, monitoring, and analysis of budgets for the General Fund, Capital Improvement Program (CIP), and grant-funded projects.
- Cost of Service: Support cost-of-service studies by gathering financial data, performing calculations, and assisting in the development of cost recovery recommendations.
- Financial Analysis & Reporting: Prepare routine and ad-hoc financial reports; analyze financial data to support operational and management decision-making.
- Compliance & Documentation: Ensure financial transactions and reports adhere to City policies, procedures, and applicable regulations; maintain accurate financial records.
- Variance & Trend Monitoring: Review financial activity to identify variances, trends, and potential issues, and recommend corrective actions when needed.
- Process Support & Collaboration: Coordinate with internal teams such as Accounts Payable, Purchasing, and operational divisions to support financial processes and resolve inquiries.
This position requires strong analytical skills, attention to detail, and proficiency in financial systems, business intelligence, and financial analysis tools. The ideal candidate will be comfortable working with complex financial data, communicating findings clearly, and contributing to a collaborative, service-oriented work environment.
Salary Range: $65,390.00 - $81,740.00 annually
Days and Hours: Monday Friday. 8:00 a.m. 5:00 p.m. Hours may vary due to operational needs.
Telework: Telework options will be discussed and considered after the probationary period, based on operational needs and overall performance.
