About the Position: The Project Management Specialist accomplishes many project management duties in the day to day management of each project. The degree of oversight by the Project Manager will depend on the complexity of the project. The incumbent is responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of assigned projects.

• At the full performance grade, you will:
• Responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of assigned projects.
• Control and manage project milestones and budgets from preliminary stages through completion.
• Monitor project funds allocated to District elements, consistent with scheduled work, and measures and monitors performance to assure commitments of all parties are being maintained.
• Reviews project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. At the GS-05 Level:

To qualify based on your experience, your resume must describe at least 3 years of general experience which prepared you to do the work in this job. General Experience is defined as: T hree years of progressively responsible general work experience with one year of that experience equivalent to the GS-04 grade level, which includes determining project scope, coordination with stakeholders, and monitoring of processes to ensure delivery of projects within scope, budget and quality parameters.

Education: Four year course of study leading to a bachelor's degree with a major course of study in accounting, finance, business administration, public administration, or related discipline appropriate to the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.

At the GS-07 Level:

To qualify based on your experience, your resume must describe at least 1 year of specialized experience at the GS-05 level which prepared you to do the work in this job. Specialized Experience is defined as: one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes supporting project delivery teams (PDTs) with maintaining schedules, tracking milestones, coordinating documentation and supporting governance.

Education: One full year of graduate level education in a field with a major course of study in accounting, finance, business administration, public administration, or related discipline.

OR

Superior Academic Achievement (SAA): Successful completion of all the requirements for a bachelor's degree with SAA. In order to be creditable under this provision, SAA must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. SAA is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts, based on completed courses; OR (2) GPA - Applicants must have a GPA of either (a) 3.0 or higher out of a possible 4.0 as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (

To qualify based on your experience, your resume must describe at least 1 year of specialized experience at the GS-07 level which prepared you to do the work in this job. Specialized Experience: one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes assisting with project schedules, budgets, documentation, risk tracking, stakeholder coordination, and project status reporting.

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. with a major course of study in accounting, finance, business administration, public administration, or a related discipline to the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. At the GS-11 Level:

To qualify based on your experience, your resume must describe at least 1 year of specialized experience at the GS-09 level which prepared you to do the work in this job. Specialized Experience: one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes Project Management experience involving Department of Defense and other federal agencies facility projects or programs, supporting planning, execution, monitoring, or delivery of engineering, construction, infrastructure, environmental, or civil works projects or programs; coordinating project scope, schedule, budget, stakeholders, documentation, and project status.

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major course of study in accounting, finance, business administration, public administration, or a related discipline to the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
