The primary purpose of this position is to develop and execute the Department of Air Force (DAF) Enterprise Modeling & Simulation Strategy.

This is an Interdisciplinary position. Upon selection the hiring manager may choose to place the selectee into the series they are best qualified.

Duties

The Director is responsible for the comprehensive development and execution of the Department of the Air Force (DAF) Enterprise Modeling & Simulation (M&S) strategy. The incumbent will review and update the M&S strategy for an enterprise-wide ecosystem while overseeing policy defining key roles and managing DAF participation in M&S forums and publications. The Director will develop and manage policy to create a formal M&S Certification process. This duty ensures that M&S-related systems devices and programs are compliant with established policies and that development efforts leverage existing products and standards. This is a critical mechanism for enforcing best practices and architectural principles in collaboration with the DAF M&S Steering Committee.

The Director monitors analyzes and manages current and planned M&S investments across the DAF to identify opportunities for increased capability return-on-investment and mission effectiveness. The Director will assess M&S lifecycle costs and value while also monitoring global M&S technology trends and best practices within the DoW to inform SecAF about Modeling and Simulation Investments.

• Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a Top Secret clearance
• Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564 dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
• Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
• Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
• An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
• Attendance to the Air Forces Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment subject to course availability.
• Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18 United States Code.
• Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.
• Within the Department of War (DoW) the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Qualifications

Eligibility will be based upon a clear showing the applicant has training education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective leadership vision broad experience and character needed in the SES corps not only to satisfy the immediate vacancy but future vacancies which will occur in a variety of organizations functions and locations.

A. MINIMUM QUALIFICATIONS:

0801 Series:
1. Education Requirement:
a. Degree: Engineering. To be acceptable the program must:
(1) lead to a bachelors degree in a school of engineering with at least one program accredited by ABET; or
(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:(a) statics dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics such as optics heat transfer soil mechanics or electronics.
OR
B. Combination of education and experience -- college-level education training and/or technical experience that furnished
(1) a thorough knowledge of the physical and mathematical sciences underlying engineering and
(2) a good understanding both theoretical and practical of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI) Engineer in Training (EIT)1 or licensure as a Professional Engineer (PE) by any State the District of Columbia Guam or Puerto Rico. Absent other means of qualifying under this standard those applicants who achieved such registration by means other than written test (e.g. State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example an applicant who attains registration through a State Boards eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional 1For more information about EI and EIT registration requirements please visit the National Society of Professional Engineers website at: . 2The FE examination is not administered by the U. S. Office of Personnel Management. For more information please visit: 1 registration by an engineering licensure board in the various States the District of Columbia Guam and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical mathematical and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelors degree in an appropriate scientific field e.g. engineering technology physics chemistry architecture computer science mathematics hydrology or geology may be accepted in lieu of a bachelors degree in engineering provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience e.g. in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

1515 Series
Education Requirement:
Degree: in operations research; or at least 24 semester hours in a combination of operations research mathematics probability statistics mathematical logic science or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

1560 Series
Degree Requirement:

1. Degree: Mathematics statistics computer science data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

   or

2. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above plus additional education or appropriate experience.

In accordance with new OPM requirements to streamline Senior Executive Service (SES) hiring applicants are no longer required to submit lengthy narrative essays including those for Executive Core Qualifications (ECQs) or Mandatory Technical Qualifications (TQs) when applying. Instead the initial application will be resume-only capped at two pages . This change streamlines the application process and more closely aligns with private industry practices. Applicants identified for potential selection will have their ECQs assessed by undergoing a structured interview with the Office of Personnel Management (OPM) Qualifications Review Board (QRB).

TECHNICAL QUALIFICATIONS (TQs) : Your resume should demonstrate accomplishments that satisfy the technical qualifications.

TQ1 : Models and Simulations for Analysis: Demonstrated executive-level ability to direct and lead teams in the construction of models and simulations necessary to support operational analysis and data analysis. Knowledge of the larger analysis enterprise supporting the DAF analytic enterprise including government FFRDCs industry and academia. Demonstrated knowledge of the simulations used to produce analytical insights and the use of data analytics in support of analytical work. Understanding of how those modeling and simulation tools may be used to support adjacent efforts in test and training.

TQ2 : Technology to Support the Analytic Enterprise: Demonstrated executive-level understanding of the cloud networking and compute capabilities available today and emerging in the future needed to enable the DAF analytic enterprise. The familiarity and comfort level needed with emerging artificial intelligence capabilities to guide how those will be used to transform the way analysis will be done in the future.

Education

EXECUTIVE CORE QUALIFICATIONS (ECQs) : All new appointees to the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the five mandatory ECQs:

ECQ 5. Achieving Results: Demonstrated ability to achieve both individual and organizational results and to align results to stated goals from superiors.

Education: A professional engineering statistical analysis computer science scientific or analytic bachelors level degree from an ABET accredited institution is preferred. An advanced engineering statistical analysis computer science scientific or analytic degree such as a masters or a PhD is highly desired.
