Bus Station Supervisor
VIA Metropolitan Transit
GENERAL DESCRIPTION OF WORK: Perform supervisory and administrative functions necessary to direct the operation, monitor, improve the performance, attendance, and discipline of all full-time and part-time bus operators. Responsible for the creation of work schedules and assignments of Bus Operators as well as reviewing requests for absence, processing and verifying sick leave benefit claims and counseling operators for attendance and discipline issues. Follows the "Memorandum of Working Conditions for Hourly-Paid Employees." Ensures that bus service, special event service, promotional and requested service is dispatched from the garage according to established time schedules. Adapts to numerous work and schedule fluctuations based on manpower and bus requirements using sound management skills and decisiveness. Develop and administer programs to improve performance monitoring and communication with operators. Develops and follows counseling work requirements and standard operating procedures.
ESSENTIAL FUNCTIONS: Coordinates and dispatches all bus operator assignments for revenue service, special events, and emergency response.
Assist in the creation, selection, and software system entry of sign-ups and holiday sign-ups.
Responsible for monitoring operators' vacation and vacation floaters balances before entering them into the software system.
Verifies and inputs general payroll activities
Validates and inputs entries into personnel records
Responsible for monitoring the attendance of probationary, full-time, and part-time bus operators.
Administers counseling and disciplinary action as required to those operators not meeting attendance expectations or performance standards.
Works closely with other VIA divisions to administer positive discipline as required and refers all disciplinary actions to appropriate VIA personnel and/or Manager of Bus Service Operations. Administers positive discipline as necessary to bus operators for violations of VIA policy, rules, and regulations.
Processes operators leave requests with appropriate documentation to include but not limited to:
• Jury Duty/Summons
• Sick Leave
• Military
• Bereavement
• FMLA
• Unpaid Leave
Responsible for contacting Bus Operators regarding existing rules and service requirements and/or messages from other VIA divisions.
Ensures that all entries of daily activities, promotional and special event slips are in the software system for various reports.
Make all necessary arrangements for bus changes, space fillers, schedule adjustments, promotional service, and maintain communication with other departments involved in the performance of these functions.
Prioritizes reported problems, formulates, coordinates, and directs the appropriate course of action.
Conducts periodic uniform inspections and equipment checks.
Identifies operators who exhibit behaviors under reasonable suspicion for referral to drug and alcohol testing.
Identifies operators exhibiting signs of being unfit for duty and refers to such operators for scheduling fitness examinations with VIA's health provider.
Ensures that all discipline, work assignments and related work is conducted in accordance with the "Memorandum of Working Conditions for Hourly-Paid Employees," and the "Operators Manual of Rules and Procedures" and all related bulletins.
Ensures that service is dispatched from garage as scheduled.
Responsible for following the accident/incident reporting process.
Administers the part-time and extra board operator program.
Monitors and evaluate operator requests for secondary employment outside of VIA.
Trains/assists operators with the "Employee Portal".
Maintains a petty cash inventory and is responsible for all currency transactions conducted by the Bus Station Supervisor.
Responsible for conducting annual performance evaluations for all bus operators.
Supports bus operator's recognition efforts.
Follows the Department Standard Operating Procedures and Guidelines for Discipline Assessment.
Serves to facilitate communication between management and operators as point of contact for answering questions and disseminating information.
Performs other duties as assigned.
This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.
REQUIRED EDUCATION AND EXPERIENCE: Associates degree in business administration or related field and two (2) years of transit experience. Experience may be substituted in lieu of education on a year-for-year basis up to two years.

ADDITIONAL REQUIREMENTS: Must have Class C driver's license, good driving record, and ability to operate non-revenue vehicles in the yard, streets, or highways when required.
Must be knowledgeable of the "Operators Manual of Rules and Procedures" and the "Memorandum of Working Conditions of Hourly-Paid Employees."
Understand, interpret, and apply rules, regulations, policies, procedures, including labor/management agreements.
Must exhibit sound management and supervisory skills and the ability to make independent and prompt decisions.
Basic proficiency in Microsoft Office Suite of programs and the ability to learn the software systems.
Must be able to exercise good judgment, analyze situations, identify problems, and recommend solutions.
Must have the ability to maintain a professional and effective working relationship with all VIA personnel and the public.
Must maintain the confidentiality of sensitive information, materials, and personnel data.
Must be able to communicate effectively both orally and in writing.
Must be able to work independently with little or no supervision.
Must be able to read and understand block paddles and headway sheets.
Must be able to maintain good work attendance.

WORK ENVIRONMENTS: Inside and outside work with irregular hours. Work hours involve early morning, late night, weekends, and/or split shifts.
Work involves being around moving vehicles and exposure to dust, fumes, gases, noises, and extremes in temperature/humidity.
Days off are subject to cancellation.
