Finance Procurement Officer - Central Procurement Division

About This Position Finance Procurement Officer vacancy in the City of Phoenix Finance Department's Central Procurement Division. Responsibilities include procurement of goods, services, technology, and contract management, ensuring compliance with city procurement codes and applicable laws. Job Duties Include Lead the development and execution of complex procurements, including goods, services, and technology projects, ensuring compliance with city procurement codes, best practices, policies, and applicable laws. Prepare and manage end-to-end solicitation processes such as RFPs, IFBs, RFQs, and cooperative agreements, including drafting scopes of work, technical specifications, evaluation criteria, and addendums. Negotiate contract terms and pricing with vendors; lead contract finalization and coordinate reviews with legal counsel as necessary to ensure risk mitigation and adherence to city standards. Oversee contract lifecycle management, including vendor onboarding, performance monitoring, amendments, renewals, and issue resolution. Maintain accurate procurement and contract records. Conduct cost and price analysis for competitive and non-competitive procurements. Participate in the review and refinement of procurement procedures, templates, and tools to promote efficiency, transparency, and legal compliance. Respond to vendor inquiries, protests, and public records requests. Remote Work Upon supervisory and department head approval, this position may work remotely up to 3 days per week. Ideal Candidate Proven experience in public procurement, including developing scopes of work and technical specifications, conducting solicitations, facilitating evaluations, negotiating contracts, and executing awards. Excellent written and verbal communication skills, with the ability to break down complex information, respond effectively to inquiries, and provide exemplary customer service to departments, vendors, and City officials. Possesses strong problem‑solving skills, initiative, and the ability to analyze information, make informed decisions, and exercise sound professional judgment. Is dedicated to continuous improvement to reduce redundancy, improve operations, decrease turnaround times, and streamline work processes. Knowledge of local, state, and federal laws related to procurement. Ability to correctly interpret complex laws and regulations, and agreements and to follow policies and procedures. Ability to effectively prioritize and manage multiple projects and meet deadlines. Provides exemplary customer service. Certification as a Certified Public Procurement Buyer or Officer. Salary Pay Range: $80,121.60 to $124,259.20 annually. Hiring Range: $80,121.60 to $107,348.80 annually. Pay range is the entire compensation range for the position classification. Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity. Federal student loan forgiveness offered through Savi. Minimum Qualifications Bachelor's degree in public or business administration or a related field. Three years of experience preparing and administering professional services contracts in a public sector setting OR completion of the city‑sponsored Procurement Apprenticeship Program. Other combinations of experience and education that meet the minimum requirements may be substituted. All finalists for positions are subject to a criminal background check applicable to the department or position. Preferred Qualifications Certified as a Professional Public Buyer (CPPB), Public Procurement Officer (CPPO), Professional in Supply Management (CPSM), or Purchasing Manager (CPM). Experience in a governmental (federal, state, or local) procurement role responsible for processing competitive solicitations or preparing and administering contracts. Experience with SRM or other e‑procurement system. Experience leading projects and/or initiatives. Three years of experience with contract or procurement. Experience in contract administration.
