TRANSPORTATION PLANNER

Job Summary This position is located in the District Department of Transportation (DDOT), Transportation Planning Administration (TPA), Planning and Sustainability Division (PSD), Safe Routes to School and Sidewalk Branch. The incumbent will serve as the Safe Routes to School Coordinator, responsible for multimodal transportation planning and project development, including bicycle, pedestrian, transit, freight, and general‑purpose traffic in alignment with the District’s long‑term transportation plan (moveDC) and other related plans and policies. Focus on Safe Routes to School Action Plan development and implementation. The incumbent works closely with other Transportation Planners, engineers, and project managers to guide projects from analysis to design to delivery of high‑quality school area street safety plans that achieve project objectives. Duties and Responsibilities Serves as an expert technical advisor for development of transportation plans, with emphasis on a multimodal comprehensive approach. Ensures that plans and policies provide a safe and efficient transportation system for District citizens and other users. Develops multi‑modal plans and projects for the preservation and expansion of regional transportation systems and facilities that provide the basis for investment of District and Federal resources, through the establishment of long‑range policy objectives and near‑term investment programs. Responsible for collecting and analyzing data on traffic design, pedestrian planning and design, transportation system management, safety enforcement, and transit operational requirements. Develops alternatives for ensuring the safe and efficient utilization of public transportation within the District. Prepares technical position papers, reports, and policies on issues intended to increase operational efficiency and safety of the District’s transportation system. Qualifications and Education Undergraduate and Graduate Education: Major studies in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Specialized experience directly related to the position, including multidisciplinary and multimodal urban projects with state, local, or municipal DOTs. Proficiency in development of presentation materials, charts, and graphics. Knowledge of transit operations and services. Ability to utilize Microsoft Office Suite efficiently and possess excellent oral and written communication skills. Preferred Skills and Experience Ability to exercise initiative and resourcefulness to lead urban transportation projects and programs. Extensive experience managing multidisciplinary and multimodal urban transportation projects in a state, local, or municipal DOT context. Ability to utilize GIS and design software packages to understand transportation issues and develop recommendations. Excellent oral and written communication skills. License and Certification Must possess and maintain a valid driver’s license. Working Conditions and Environment The work is performed in a setting that requires normal safety precautions typical of an office environment, meeting or training rooms. Work area is properly lighted, ventilated, and heated. Other Significant Facts Tour of Duty: Varies Pay Plan, Series and Grade: CS‑2101‑13 Promotion Potential: No known promotion potential. Collective Bargaining Unit (Non‑Union): This position is not represented by a bargaining unit. Position Designation: Subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations. Security Sensitive. Incident of pre‑employment checks and periodic criminal background checks. Emergency Designation: Emergency employee position under Chapter 12. Duties may include snow removal, debris removal, transportation, shelter operation, food distribution, and communications. Includes rotating shifts, evenings, nights, weekends, and holidays.
