De recruiter ondersteunt de gemeente bij het vinden en enthousiasmeren van moeilijk bereikbare doelgroepen, benut de regionale arbeidsmarkt en borgt kwaliteit en snelheid van het recruitmentproces.De opdracht richt zich op het zelfstandig realiseren van de invulling van maximaal 50 vacatures binnen diverse domeinen van de gemeentelijke organisatie, waaronder schaarse en moeilijk vervulbare functies. Daarbij wordt verwacht dat je actief kandidaten benadert, innovatieve wervingsmethoden inzet en leidinggevenden adviseert over arbeidsmarktontwikkelingen en recruitmentstrategieën.Zelfstandigen zonder personeel (ZZP'ers) en directeur-grootaandeelhouder van een BV kunnen zich inschrijven op deze opdracht, mits zij kunnen aantonen dat de werkzaamheden zelfstandig en zonder gezagsverhouding worden uitgevoerd. Een duidelijke opdrachtovereenkomst volgens de Wet DBA is vereist om risico's op een fictieve dienstbetrekking te voorkomen.### Resultaat van de opdracht:* Tijdige invulling van maximaal 50 vacatures gedurende de opdrachtperiode.* Vergroting van de instroom van geschikte kandidaten voor schaarse functies.* Een voorspelbaar, uniform en efficiënt recruitmentproces binnen de organisatie.* Versterking van de zichtbaarheid en aantrekkelijkheid van de gemeente als werkgever binnen de regionale arbeidsmarkt.### Verantwoordelijkheden* Het realiseren van de afgesproken wervingsopgave binnen de gestelde termijn.* Het zelfstandig uitvoeren van het recruitmentproces van intake tot plaatsing.* Het actief sourcen, benaderen en enthousiasmeren van kandidaten voor schaarse functies.* Het adviseren van leidinggevenden over arbeidsmarktbenadering, selectie en wervingsstrategie.* Het inzetten van passende recruitmentkanalen en netwerken.* Het ontwikkelen, uitvoeren en optimaliseren van social media wervingscampagnes gericht op het aantrekken van geschikte kandidaten.* Het bewaken van voortgang, kwaliteit en doorlooptijden van vacatures.* Zorgen voor een professionele en positieve candidate experience, ook wanneer een kandidaat uiteindelijk niet wordt geselecteerd.### Eisen* Je voegt een cv van maximaal 5 pagina's A4 toe. Je dient gebruik te maken van het bijgevoegde template en alle gevraagde onderdelen in te vullen.* Aantoonbaar minimaal 10 jaar ervaring in recruitment.* Aantoonbaar 5 jaar ervaring in recruitment binnen een gemeentelijke organisatie.* Aantoonbare kennis van en netwerk in de lokale arbeidsmarkt.* Aantoonbare ervaring in het actief werven van schaarse profielen (zoals projectleider ruimtelijke ontwikkeling, senior jurist, teammanagers).* Aantoonbare ervaring in het adviseren en doorontwikkelen van werving & selectiebeleid en werkwijzen.* Aantoonbare ervaring met social media wervingscampagnes.* Je bent inzetbaar voor 16-24 uur per week.### Wensen en competenties### Wensen* Aantoonbaar 5 jaar ervaring in recruitment binnen een gemeentelijke organisatie. (Gewicht: 40%)* Aantoonbare ervaring met moeilijk vervulbare en specialistische functies binnen het publieke domein. (Gewicht: 20%)* Aantoonbare kennis van en netwerk in de regionale arbeidsmarkt.
