Summary You will serve as a Supervisory Facility Operations Specialist in Blue Ridge Parkway. Responsibilities The incumbent serves as a Supervisory Facility Operations Specialist (Deputy Chief of Maintenance & Engineering) for the Blue Ridge Parkway. This position reports to the Chief of Maintenance & Engineering, Blue Ridge Parkway, and is duty stationed at the Blue Ridge Parkway Headquarters, Asheville, North Carolina. As the Deputy Chief of Maintenance & Engineering, the incumbent is directly responsible for providing leadership and management of the field maintenance operations across the three (3) districts of the Blue Ridge Parkway in Virginia and North Carolina. This position is responsible for a multi-faceted organization through the management of subordinate supervisory staff, multi year/operational budgets, and the utilization of new information technologies. These duties provide stewardship of assets/facilities ensuring, visitor use and enjoyment as well as the protection of natural and cultural resources. Area/Duty Station Information The Blue Ridge Parkway extends 469 miles along the crest of the southern Appalachian Mountains through North Carolina and Virginia between two eastern national parks - Shenandoah and Great Smoky Mountains. As a condition of employment for accepting this position, you may be required to serve a 1 year probationary period to evaluate your fitness and whether your continuation of employment advances the public interest. This is a supervisory position that may require completion of a supervisory probationary period. Qualifications All qualifications must be met by the closing date of this announcement - 09/14/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position at the GS-13 grade level, you must have the following minimum qualifications by close of the announcement: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; and Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Additional examples include: effectively led a facilities maintenance team including planning, coordinating, executing, and monitoring the work of others; evaluates performance and provides feedback; planning maintenance activities and preventative maintenance programs for a facility; estimating materials and labor costs for a variety of maintenance projects or contracts; collaborates with partners to create and prioritize park projects, plans and programs; develops spending plans, contract requirements, complex project proposals, and estimates using project management systems. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not allow substituting education for experience. Physical Demands: Work is mostly sedentary, with occasional fieldwork requiring the driving of a vehicle. Site visits involving walking over rough surfaces, climbing stairs, and entering facilities that requirement rehabilitation work, and conducting inspections around project sites during field orientation, design, and construction phases. There may be some extended walking through various facilities and carrying of light items such as papers and files. Work may include some exposure to inclement weather. Work Environment: Work is generally performed in an office setting, with occasional fieldwork involving moderate risks of field maintenance and construction operations. Travel to field sites will be required and may involve driving a vehicle or walking. Travel and site visits may occur during inclement weather such as rain, snow, wind, or high temperatures and may occasionally be scheduled at night or on weekends.
