Job Summary

The Associate General Counsel will act as a legal advisor to SCAN Group’s Medicare Advantage plans and integrated care delivery organizations, providing practical, business‑oriented legal advice. Reporting to the Deputy General Counsel, the role manages litigation, supports vendor contracting, and safeguards SCAN’s legal and regulatory compliance.

Responsibilities

• Manage a diverse litigation portfolio (labor and employment, provider reimbursement, vendor disputes, general liability).
  Directly represent SCAN in administrative proceedings, some arbitrations, and litigation.
• Draft, review, advise on, and negotiate a broad range of contracts, including vendors, providers (hospital, primary care, specialists, ancillary, telehealth, etc.), payors, and grants.
• Conduct internal investigations into compliance, regulatory, employment, and operational matters; coordinate fact‑finding, prepare investigative reports, and partner with outside counsel.
• Perform legal research and provide counsel on health plan and medical group operations, federal and state healthcare laws (Stark Law, Anti‑Kickback Statute, HIPAA, licensing, scope of practice), PACE programs, Medicare, Medicaid, telehealth, etc.
• Oversee and manage outside counsel, set case strategy, review work product, and manage legal spend.
• Provide timely and well‑informed legal advice on complex and sensitive matters.
• Monitor market and industry trends relevant to SCAN’s business; recommend preparatory actions to management.
• Collaborate with stakeholders across the organization to maintain strong relationships with SCAN business units and affiliates.
• Support SCAN’s Vision and Goals and act as a champion for the organization’s mission.
• Perform any additional duties as assigned.

Qualifications

• Juris Doctor from a top‑tier, ABA‑accredited law school.
• Active membership in good standing with the California State Bar, or eligibility to practice as Registered In‑House Counsel (RIHC).
• Minimum eight years of relevant legal experience (firm and/or in‑house). Substantial civil litigation, arbitration, and administrative proceedings experience required.
• Ability to directly represent SCAN in administrative hearings and smaller litigation and arbitrations.
• Experience negotiating, drafting, and interpreting complex vendor contracts (preferred).
• Knowledge of federal and state healthcare law related to managed care, Medicare Advantage, HIPAA, Fraud Waste and Abuse (Stark, Anti‑Kickback Statute) (preferred).
• Strong organizational skills; ability to multitask, analyze, think critically, collaborate, and adapt to change.
• Professional demeanor, ability to work with all levels of individuals, and maintain confidentiality.
• Business‑oriented with sound judgment; ability to work well in a fast‑paced team environment; “can‑do” attitude and drive for excellence.

Benefits

• Base Pay Range: $180,000 – $280,000 annually.
• Hybrid work mode; on‑site at SCAN headquarters in Long Beach, California, twice per week (Tuesdays and Wednesdays).
