Benefits Functional Specialist – Health Benefits Rutgers, The State University of New Jersey invites applications for a Benefits Functional Specialist – Health Benefits. The specialist will be a key member of the University Human Resources Benefits Enrollment team, providing high‑quality service to the Rutgers community and managing health benefit administration for approximately 23,000 employee enrollments. Responsibilities Interpret and explain State Health Benefit Plan (SHBP) provisions, eligibility rules, coverage options, and cost calculations. Assist employees with the Benefit Solver enrollment platform and support navigation of state‑mandated requirements. Review and certify dependent enrollments in Benefit Solver, including documentation verification and eligibility determinations. Process health benefit enrollment transactions and dependent record setup in PeopleSoft in accordance with eligibility rules and payroll deadlines. Calculate, enter, and validate health plan rate adjustments, corrections, and refunds in PeopleSoft. Ensure adherence to all procedural, policy, and legislative requirements governing health benefit programs. Serve as primary contact for employees regarding continuation of health coverage while on unpaid leave of absence. Generate, issue, and track medical plan leave‑of‑absence billing in accordance with university schedules and policies. Follow up on outstanding payments and process remittances to maintain accurate recordkeeping. Prepare and maintain monthly reconciliation of employee leave‑related remittances for financial accounting. Research and resolve complex health benefit inquiries escalated from OneSource, providing accurate responses. Document case activity in the OneSource system following established protocols. Coordinate with NJDPB, Benefit Solver, and payroll teams to resolve eligibility discrepancies and billing concerns. Participate in routine audits, data validation initiatives, and system cleanup efforts to maintain data integrity. Develop, update, and maintain internal processes, workflows, and procedural documentation. Create and update Knowledge Articles for OneSource staff and employees on SHBP and other benefits programs. Identify opportunities for process improvements, efficiencies, and technology enhancements across health benefit operations. Engage in training and development initiatives to support staff capabilities and promote consistent service delivery. Qualifications Bachelor’s degree or equivalent combination of education and experience. Experience in employee benefits administration, preferably within higher education or public‑sector environments. Experience with Benefit Solver, PeopleSoft, or other HRIS/benefits platforms. Strong analytical and problem‑solving abilities. Exceptional attention to detail and accuracy. Excellent written and verbal communication skills, with the ability to explain complex benefit concepts clearly. Ability to handle confidential information with discretion. Knowledge of State Health Benefits Program (SHBP) provisions and NJDPB policies. Experience with leave‑of‑absence billing or benefits continuation processes. Knowledge of payroll interfaces related to benefits administration. Prior experience in a case management system (e.g., ServiceNow, Salesforce, OneSource).
