Project Overview:

Bechtel is the Engineering, Procurement, and Construction (EPC) partner on the Northrop Grumman team to deliver the Sentinel Program, which is modernizing the ground-based leg of the U.S. nuclear deterrent triad, including intercontinental ballistic missile (ICBM) systems and launch infrastructure. Bechtel's scope of service in Sentinel's current Engineering & Manufacturing Development phase focuses on the ground infrastructure component of the program.

A major contractor for the United States and allied governments, Bechtel has handled such efforts as chemical weapons demilitarization projects, missile-defense, infrastructure, base operations, procurement and project management, and restoration and recovery spanning half a century. Job Summary:

Serves as liaison at the project site between Project Procurement for reporting of undelivered materials, Field Procurement for stored materials, and Construction personnel for accurate reporting of materials required for work package installation. Coordinates with responsible groups that materials are provided in a timely manner and in sufficient quantity to support the completion of construction work. Ensures accurate distribution of materials to Construction and/or (Sub) Contractor installation locations. Implements planned inventory control mechanisms, assists in early identification of surplus or unneeded materials, and coordinates material availability in support of design revisions or rework.

• Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.

Major Responsibilities:

• Leads a team of Material Coordination personnel on a large project
• Provides expertise, advice, and direction for project and field materials management activities to ensure overall organizational effectiveness among all functions responsible for the materials management process
• Communicates material availability to project stakeholders based on the Construction installation sequence and ensures efficiency of all materials issued to Construction
• Utilizes the components of the project Materials Automation Plan to monitor related data transfers among disciplines and their related systems
• Understands the projects Advance Work Packaging plan and strategy and ensures material related information is available and accurate
• Assists Construction, Field Engineering, and/or Subcontractors with the use of Digital Supply Chain to request required materials to meet the Construction schedule
• Coordinates material availability in support of design revisions, rework, contingency, or workaround plans
• Participates in Construction and/or Subcontractor planning meetings to be fully aware of the installation work package schedule and priorities
• Coordinates with warehouse personnel for materials to be issued in accordance with the installation work package Schedule
• Supports Construction and Project Controls when developing the Installation Work Package sequence by providing material availability data using the Digital Supply Chain System materials management module, Material Allocation Planner (MAP)
• Monitors the Field Supply Chain and Warehousing Work Processes to ensure timely and accurate distribution of materials to Construction and/or Subcontractor delivery locations
• Evaluates future needs for materials and identifies any short items proactively
• Liaises between Construction and Field Engineering to ensure short items are ordered in time to meet the Construction schedule
• Works with Functional Groups to determine the best strategy for fabrication strategies that provides the most overall value on the project
• Implements and monitors planned inventory control mechanisms such as minmax and bag-and-tag
• Works with Engineering and Quality Assurance to develop the project preservation procedure and schedule
• Develops project workhour estimates and monitors against approved budgets
• Makes technical presentations to Customer and Bechtel senior management

Education and Experience Requirements:

• Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience

Required Knowledge and Skills:

• Advance Knowledge of either project Procurement operations related to the acquisition of materials on projects, or of the Engineering discipline within the area of responsibility, the work process, and the deliverables produced (must have a basic knowledge of the other).
• Intermediate Knowledge in the use of systems such as the Digital Supply Chain System (DSCS) and SiteSense
• Intermediate Knowledge of vendor, fabricator, contractor, Customer and other outside data systems and how those systems interact with DSCS
• Advance Knowledge of work packaging, pre-buy methodology, and materials status reporting.
• Advance knowledge of Microsoft Office applications
• Advance Knowledge of applicable Bechtel policies, instructions, and Procurement procedures and guidelines.
