Description Of Duties/Essential Functions The Management Analyst II provides analytical and administrative support for financial, operational, and asset-management functions. This position assists in monitoring, evaluating, and improving financial, inventory, and fixed-asset processes to ensure accuracy, compliance, and operational efficiency across the department. Researches, analyzes, and monitors financial, operational, and management reports to support decision-making and continuous improvement. Assists in preparing and evaluating financial and management reports; identifies and implements tools and solutions that enhance efficiency and performance. Conducts audits and needs assessments to document, evaluate, and strengthen financial procedures, management practices, and compliance with policies. Develops training materials and user documentation for financial and asset-related systems; provides user training and ongoing support. Supports the annual physical inventory process by verifying asset locations, ensuring accurate documentation, and completing required reports. Tracks and updates documentation for all asset movements; ensures data accuracy and completeness within the asset-management system. Monitors approved equipment maintenance costs; analyzes trends based on the department’s five-year replacement plan and provides recommendations to the Fixed Asset Coordinator. Collects necessary documentation and prepares proof-of-delivery packets for newly received vehicles, rental fleet units, and other asset-related transactions. Maintains organized and compliant records for fixed-asset transactions, inventory activities, maintenance approvals, and related financial documentation. Performs other duties and special projects as assigned. Working Conditions The position is physically comfortable; the individual has some discretion about walking, standing, etc. This is a Department of Houston Public Works Emergency Management position at the Tier III Level. Minimum Requirements Educational Requirements Requires a Bachelor’s degree in Public Administration, Business Administration, Finance or a field directly related to the job. Experience Requirements Two years of professional experience in accounting, budget analysis, finance, public administration or a field directly related to the job are required. Substitutions Four years of pertinent professional or para-professional experience may substitute for the education requirement. An Associate’s degree in Public Administration, Business Administration, Finance or a closely related field and two years of pertinent professional or para-professional experience may substitute for the education requirement. A Master’s degree in a field directly related to the job may substitute for two years of the above experience requirement. License Requirements None.
