Water & Wastewater Operator In Training

The Water/Wastewater Operator in Training develops technical knowledge, practical skills, and required licensure to operate and maintain City water and wastewater facilities safely and reliably. Under close direction, this position assists with treatment, production, storage, distribution, collection, lift station, and laboratory activities while progressing toward a TCEQ Class C Water or Wastewater operator license. Service Delivery & Community Impact Assists Operators and Lead Operators with daily water and wastewater facility operations, inspections, preventive maintenance, and emergency response. Maintains readiness for rotating on-call assignments, including evenings, weekends, holidays, and emergency call-backs. Operational Excellence & Program Management Learns to operate and monitor pumps, motors, valves, wells, disinfection equipment, lift stations, gauges, controllers, and related equipment in accordance with established procedures and training. Collects samples and assists with laboratory testing, data entry, and interpretation under supervision. Assists with preventive and corrective maintenance, work orders, inspections, operational logs, and other required records. Assists with basic meter reading, customer-service concerns, field observations, and utility maintenance tasks as assigned. Collaboration & Relationship Building Works closely with Operators, Lead Operators, utility maintenance staff, contractors, and other City departments; accepts coaching and applies feedback to build competency. Problem Solving & Decision Support Recognizes and promptly reports equipment issues, abnormal process conditions, leaks, hazards, and safety concerns; does not make process-control changes outside assigned training and authorization. Continuous Improvement & Innovation Completes assigned training and develops the knowledge and skills necessary to qualify for the applicable TCEQ Class C license. Emergency Operations Serves in an essential capacity during emergencies, disasters, and catastrophic events and may be assigned duties outside normal responsibilities to support public safety and continuity of City operations. Performs related duties assigned in support of City operations.

Current TCEQ Class D Water Operator or Class D Wastewater Operator license, based on departmental assignment. Employees assigned to combined water and wastewater operations must obtain both applicable Class D licenses within 24 months of placement. Valid State of Texas Driver License.

CONDITIONS OF EMPLOYMENT

Must possess and maintain a valid Texas driver license and acceptable driving record. Must successfully complete required pre-employment screenings, including criminal background, drug and alcohol screening, and physical examination or fitness-for-duty evaluation, as applicable. Must obtain and maintain the applicable TCEQ Class D Water Operator or Class D Wastewater Operator license within the timeframe established by the City and TCEQ requirements. Must be available to work overtime, on-call rotations, weekends, holidays, and emergency response assignments as operational needs require. Must comply with all City safety policies, required training, and personal protective equipment requirements.

PHYSICAL DEMANDS & WORK ENVIRONMENT

Work is performed in office, field, plant, and utility-system environments. The employee is regularly required to walk, stand, bend, kneel, climb, reach, use hands and tools, and communicate effectively. The employee may be required to lift and move equipment, materials, and supplies weighing up to 50 pounds and occasionally lift or move heavier items with assistance or appropriate equipment. Work may involve exposure to outdoor weather conditions, extreme temperatures, noise, dust, chemicals, biological hazards, confined spaces, uneven terrain, moving equipment, and other hazards associated with water and wastewater operations. Required personal protective equipment must be used. The employee must be able to perform the essential functions of the position, with or without reasonable accommodation.
