Procurement Specialist

Reporting and Primary Responsibilities The Procurement Specialist reports to the Manager, Procurement and is responsible for the procurement of goods and services, ongoing category management, and supplier performance management for designated enterprise departments. Essential Duties and Responsibilities Reviews and processes purchase orders and requisitions for goods and services, ensuring compliance with laws, ordinances, policies, and ethical principles. Collaborates with internal departments to understand procurement needs and provide support. Sources and evaluates suppliers, negotiates pricing, and monitors supplier performance. Assists end users with developing specifications to ensure product and service needs are well‑defined and items are accurately maintained in the Procure‑to‑Pay (P2P) system catalog. Identifies and realizes cost‑saving and cost‑reduction opportunities without compromising supply assurance or quality. Arranges and conducts job walks, pre‑bid or proposal conferences, vendor demonstrations, and interviews for products or services; prepares bid summarizations and makes recommendations to upper management. Resolves any issues or discrepancies related to procurement processes. Performs other duties as assigned to support the efficient operation of the department. Educational, Experience, and Qualification Requirements Bachelor’s degree in a relevant field required. Minimum two (2) years of related experience in a similar position required. Related, relevant, and/or direct experience may be considered in lieu of the minimum educational requirements. Knowledge, Skills, and Abilities (KSA) Strong organizational, customer service, and negotiation skills. Ability to work cross‑functionally and seek guidance when required in a customer‑centric environment. On‑the‑job experience negotiating supplier contracts and managing supplier performance preferred. Positive communication skills, high energy level, continuous improvement mindset, and a sense of urgency are integral to the role. Ability to leverage data and analytics to generate business cases for quantity‑buy decisions. Excellent teamwork and interpersonal skills, ability to handle multiple sourcing assignments while providing superior service. Proficiency in Microsoft Office and in Procure‑to‑Pay (P2P) systems and processes. Effective verbal and written communication abilities; active listening and clarity in conveying information. Analytical decision‑making, task and project management, logical thinking, and precise, thorough task completion. Time prioritization and efficient management of resources. Ability to build and foster positive relationships and commit to ethical principles and honesty. Knowledge of the casino/gaming industry, suppliers, and cost drivers is preferred. Licenses, Certifications, and Registrations May be required to obtain and maintain a gaming license, at the discretion of the San Manuel Tribal Gaming Commission. Certified Professional in Supply Management (CPSM) preferred. Driving Responsibilities Role requires regular commuting between locations. A valid driver’s license and vehicle insurance with minimum liability limits are required. The role does not involve operating or driving Tribe‑owned vehicles or patron vehicles. Physical Requirements / Working Conditions – Environment The primary work environment is a climate‑controlled office setting. Work requires travel to attend meetings, trade shows, and conferences. Incumbents may be required to work evening, weekend, and holiday shifts. The work demands a fast‑paced, high‑demand environment. Strength sufficient to exert up to 10 pounds of force occasionally or a negligible amount frequently to lift, carry, push, pull, or move objects up to 40 pounds occasionally. Sedentary work involving sitting most of the time and constant computer use. Physical activities include balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, and hearing. Hearing and visual acuity sufficient for conversational levels and computer work. Mobility in an office environment and ability to operate a motor vehicle for travel to events and locations. Endurance to sit, walk, and stand for extended periods, maintaining efficiency throughout extended work hours. Possible exposure to fumes or airborne particles, including secondhand smoke.
