PROCUREMENT SPECIALIST

Procurement Specialist The San Bernardino Superior Court is seeking a highly skilled, detail-oriented, and strategically minded PROCUREMENT SPECIALIST to join our team. In this role, you will perform technical and complex procurement duties in support of Court operations. Responsibilities include overseeing competitive bidding processes, developing and managing contracts, ensuring compliance with procurement laws and policies, and providing guidance to departments on purchasing strategies and best practices. A strong candidate will be able to analyze procurement needs, evaluate vendor proposals, negotiate terms and pricing, and prepare clear and comprehensive procurement documents and reports. The role requires strong knowledge of public-sector purchasing regulations, excellent analytical and communication skills, and the ability to manage multiple high-priority projects in a fast-paced environment. Proficiency in procurement systems, contract management tools, and modern business software is essential for success in this position. Responsibilities include preparing, issuing, and soliciting bids and proposals; purchasing a variety of materials, supplies, equipment and services; analyzing pricing, master agreements, contracts, and data to determine reasonable and correct pricing; researching and evaluating vendors; responding to inquiries and interacting with Court management, staff, vendors, and the general public; coordinating assigned programs, projects, and services with other departments, divisions, and outside agencies; and performing related duties as assigned. Under general supervision, performs the full scope of purchasing functions and exercises no direct supervision over staff. Ensures compliance with Judicial Branch Contract Law, Trial Court Policies and Procedures, State and Federal Laws, ordinances, rules and regulations, and Court policies and procedures. Receives and processes purchase requisitions, verifies completeness and accuracy of item descriptions and pricing, resolves questions regarding specifications and scope of work statements, verifies document type, completes procurement summaries and checklists, creates purchase orders, tracks materials delivery, and processes receipt of goods. Conducts research to identify potential sources and suppliers, obtains written price quotes and data on comparative price, quality, availability, terms, and delivery, analyzes quotes for accuracy and completeness, recommends suppliers for award, places orders, authorizes modifications to purchase orders, and ensures timely delivery and appropriate quality and quantity of materials. Maintains vendors in Court vendor database, answers questions from potential vendors and suppliers, validates all legally required forms, and responds to questions regarding invoice, purchase order, and payment policies. Participates in the development and implementation of routine or existing contractual agreements and documents, including blanket purchase orders, performance schedules, and specifications; evaluates and makes recommendations on the revision of statements of work, contractual terms, and conditions. Drafts, assembles, distributes, and tracks Requests for Quotations, Request for Proposals, Invitation for Bids, and other vendor solicitations; attends pre-bid briefings and formal bid openings; assists Court departments and staff in preparation of scope of work documents; tabulates bidder ratings; notifies bidders of results; facilitates formal appeals process. Maintains required files and records; attends meetings; participates in Court training; verifies and reviews forms and reports for completeness and conformance with established regulations and procedures; organizes and maintains accurate databases, spreadsheets, files, and records; ensures compliance with established records retention schedules. Provides general assistance to Court staff and vendors regarding procurement rules, policies, and procedures; provides backup for other department office staff when needed; participates in committees and task forces as assigned; observes and complies with all Court and mandated safety rules, regulations, and protocols; performs related duties as required. Education and Experience: Equivalent to completion of the twelfth (12th) grade. Experience: Two (2) years of purchasing/procurement experience including the buying of goods and services. Licenses and Certifications: Possession of a valid California Driver's License, a satisfactory driving record, and a properly registered and insured vehicle, to be maintained throughout employment. PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; operate a motor vehicle and visit various Court sites within the County geographic area; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.
