Organization Overview Voices for Georgia’s Children (Voices) amplifies the needs of Georgia’s youngest residents in the chambers of the General Assembly, as well at the federal and local levels of government. Voices is an independent, non-partisan, information clearinghouse and coalition builder. We promote pragmatic policies that recognize children’s needs are interconnected and best met holistically. Voices champions the “whole child” approach and is leading a movement of public and private stakeholders to advance systemic change on behalf of Georgia’s children. We achieve our influence through advocacy with elected and appointed officials and through extensive collaboration and engagement of local, state, and national organizations. We partner with academic and nonprofit organizations with deep knowledge of key children’s issues to ensure a research-base to our policy agenda. We convene leadership teams of organizations with common objectives for collective advocacy; and we engage and educate a broad network of individuals and organizations to encourage a community culture that gives priority to children. Through traditional and social media, we educate and encourage the larger community to support the needs of children. The Georgia Statewide Afterschool Network (GSAN) is a public-private collaborative dedicated to advancing, connecting, and supporting quality afterschool and summer learning programs to promote the success of children and youth throughout Georgia. GSAN’s mission includes providing access to professional development, best practices, and enrichment for current programs, engaging families, communities, businesses, and local and state leaders while educating them on the positive impacts of afterschool programing and supporting the development of policy priorities and advocacy strategies at the local, state, and federal level. Since 2013, Voices for Georgia's Children (Voices) has served as GSAN’s home. Job Summary The BOOST Program Specialist is a critical member of the GSAN team and is part of a team responsible for ensuring strong programmatic, fiscal, and regulatory compliance across a portfolio of BOOST subgrantees, while simultaneously providing high-quality technical assistance, budget support, and relationship management. This role works collaboratively with GSAN team members, subgrantees, and funding partners to support compliant grant implementation, timely and accurate reporting, allowable use of grant funds, and continuous quality improvement. The BOOST Program Specialist serves as a primary point of contact for subgrantees and provides ongoing guidance, monitoring, and oversight through virtual and in-person technical assistance, administrative compliance reviews, and onsite monitoring visits. The ideal candidate brings strong analytical and organizational skills, excellent written and verbal communication abilities, and the ability to balance supportive capacity-building with consistent accountability in a fast-paced, deadline-driven environment. Compliance Emphasis This role places a strong emphasis on subgrantee compliance monitoring and accountability to ensure all BOOST grant funds are administered in accordance with applicable federal, state, and funder requirements. The BOOST Program Specialist is expected to balance supportive technical assistance with consistent, documented oversight, helping subgrantees build sustainable grant management practices while maintaining a high standard of compliance. Job Responsibilities Grantee Compliance Monitoring & Oversight Monitor subgrantee compliance with BOOST grant requirements, including programmatic implementation, fiscal management, reporting, and recordkeeping Conduct administrative reviews of reports, budgets, and supporting documentation to ensure accuracy, allowability, and alignment with approved grant plans Track reporting deadlines and follow up to ensure timely and complete submissions Identify compliance risks or deficiencies and work with subgrantees to develop and implement corrective action plans Escalate significant compliance concerns to GSAN senior leadership and, as appropriate, GaDOE staff, with clear documentation and recommendations Technical Assistance & Capacity Building Provide individualized technical assistance to subgrantees via email, virtual meetings (with screen sharing), and in-person support Respond to subgrantee inquiries in a timely, professional, and solution-oriented manner Identify trends or recurring challenges and contribute to the development of targeted guidance, tools, or trainings Budget Monitoring & Financial Management Support Support subgrantees with budget development, budget revisions, and expenditure tracking Review proposed budget changes and financial documentation for accuracy and compliance prior to approval Program Administration & Reporting Coordinate, conduct, and document subgrantee site visits and track resolution of outstanding issues Collect and manage evaluation and performance data to support compliance and continuous quality improvement Contribute to contract report narratives, grant updates, and monitoring documentation Build and maintain strong, professional relationships with subgrantees that balance support with accountability Represent the BOOST grants program and GSAN at local, regional, and statewide meetings Coordinate partner meetings and assist with agenda preparation, facilitation, and notetaking Perform other duties as assigned Education Bachelor’s degree in education, social work, nonprofit/business administration, youth development, or a related field. High quality, relevant experience may substitute for some of the educational requirement. Qualifications Four years of experience in a nonprofit, education, or youth development setting Strong written and verbal communication skills Excellent organizational and project management skills Effective interpersonal skills and ability to work with a wide range of stakeholders Commitment to collaboration, responsiveness, and justice-informed practice Self-starter with strong problem-solving skills and initiative Compliance Competencies Working knowledge of grant compliance principles, including allowable costs, documentation standards, reporting requirements, and monitoring protocols Ability to review programmatic and fiscal reports for accuracy, completeness, and alignment with approved grant plans Experience or demonstrated capacity to identify compliance risks and support corrective action in a timely, constructive manner Strong documentation skills, including maintaining records of monitoring activities, findings, and follow-up actions Ability to communicate grant requirements and compliance expectations clearly to subgrantees with varying levels of grant experience Sound judgment in balancing supportive technical assistance with consistent accountability Comfort escalating compliance concerns appropriately and professionally Strong attention to detail and ability to manage multiple deadlines Desirable Skills & Attributes Master’s degree in a relevant field Experience in grantee relations, grant management, technical assistance, or compliance monitoring Advanced Excel skills and ability to analyze and summarize data Knowledge of youth development, education policy, and educational access Familiarity with continuous quality improvement systems Knowledge of GaDOE systems and platforms Location This position is hybrid. The applicant must be a resident of Georgia and able to attend subgrantee site visits across the state and meetings in the Metro Atlanta area. Reliable transportation is required.
