This role aids to ensure the water quality databases are in compliance with all laboratory regulations required by The National Environmental Laboratory Accreditation Program Institute (TNI) & Environmental Laboratory Accreditation Program (ELAP). Serves as a super-user of the Laboratory Information Management System (LIMS) platform company-wide, maintaining the integrity of the LIMS application for all users and managing all LIMS related projects including the execution of a strategic data management plan for water quality. This position is also responsible for supporting Water Quality and Laboratory related special projects. The Water Quality Laboratory Program Manager role is expected to serve in End-user development (EUD) or end-user programming (EUP) for LIMS, as required. This position will report to the Chief Water Quality Officer and is located in San Jose, CA.ESSENTIAL FUNCTIONSManages the Laboratory Information Management System (LIMS), including recommending upgrades to the existing system, creating reports, providing user training, and ensuring regulatory compliance Manages Water Quality software projects company-wide of various scope, schedule, and budget Provides ongoing maintenance support for Water Quality applicationsServes as Company-wide subject matter expert on all things related to the Laboratory Information Management systemActs as the primary contact for the data management process between IT, and LIMS users and provides end-user support on LIMS applications and all LIMS related issuesResponsible for the execution of a strategic data management plan for water quality and other related laboratory special projectsPrepares special reports for senior management, districts, and regulatory agencies using LIMSWork closely with water quality personnel, vendors, and other IT professionals to understand the needs of the staff and clients, configure LIMS in a manner that addresses those needs and maximizes the system's potentialAssists with troubleshooting and systems configurations, work closely with the IT team to resolve networking issues, participate in disaster recovery exercisesTrains applicable Company personnel on LIMS, related WQ databases, water quality regulations, and all other water quality-related topics; provides guidance to all water quality staff on LIMS problem-solving and regulatory complianceWorks closely with the IT team to resolve networking issues reported by laboratory employeesParticipates in and supports the Company’s Continuous Improvement program and projectsPerforms other similar duties as assignedMINIMUM QUALIFICATIONSBachelor’s degree in Chemistry, Biology, Environmental Science, Environmental Engineering, and/or equivalent relevant experienceThree years of experience working in water quality complianceProficient in the use of Microsoft Office applicationsValid California Driver LicenseRequired Knowledge, Skills and AbilitiesKnowledge of state and federal water quality regulations and drinking water laboratory regulationsKnowledge of Company policies and proceduresKnowledge of water systems treatment and distribution practicesKnowledge of and ability to apply water and environmental regulationsKnowledge of drinking water contaminants, their standards, and all associated regulationsKnowledge of water quality sampling, test methods, chain of custody documentation, and compliance standardsKnowledge and ability to use Microsoft Office applications to create presentations, spreadsheets, and Word documentsKnowledge of the Laboratory Information Manager System (LIMS)Ability to communicate effectively, both verbally and in writing, with agencies, contractors, consultants, customers, employees, and vendorsAbility to work effectively with all levels of employees and managementAbility to work with regulators, operators, technical staff, and customersAbility to think clearly and react appropriately in emergency situationsDemonstrated commitment to outstanding customer serviceDemonstrated organizational and time management skillsDemonstrated project management skillsGood problem-solving and trouble shooting skillsFlexible and able to prioritize workSalary Range: $102,000 - $189,400 (DOE)Deadline to submit resume is Monday, August 10, 2026.The Equal Opportunity Policy of the Company is based upon the philosophy that all people should be treated fairly and with dignity.
