Job Overview and Responsibilities ENVIRONMENTAL SPECIALIST II (37020897) in the Springs & Watershed Restoration Program, Division of Water Restoration Assistance. This position will assist in developing and implementing financial assistance agreements for the Springs and Watershed Restoration Program, serving as project manager for technical projects contracted by the Department, particularly wastewater and septic to sewer projects. Responsibilities include: Provide technical assistance to governments and consultants in developing contracts, scopes of work, and throughout the contract period. Maintain, manage, process, and report on the status of assigned projects from start to completion. Compile and facilitate internal/external evaluations, reviews, approvals, and processing of technical, scientific, financial and administrative projects. Represent the Division at public meetings and interagency discussions. Maintain project and funding data in grant tracking systems and provide reports to leadership. Perform other duties as assigned, including database entry, project management, and issue tracking. Required Knowledge, Skills, and Abilities Knowledge of: Department contracting procedures and policies. Water and springs systems and watershed management principles, laws, and regulations. Administrative principles and practices; grant funding processes. Skill in: Microsoft Office applications, particularly Word and Excel. Ability to: Analyze and solve problems. Communicate effectively in writing and orally. Work independently and as part of a team. Prepare and critique technical documents. Plan, organize, prioritize work assignments for timely completion. Establish and maintain effective working relationships with others. Use a database and spreadsheets to analyze information and generate reports, charts, and graphs. Evaluate and analyze data related to grants management activities. Minimum Qualifications Valid driver’s license. At least 4 years of verifiable related experience. Post‑secondary degrees may be used as an alternative for the required years of experience on a year‑for‑year basis. A credential evaluation report from an approved agency must be submitted for foreign degrees. Applicable Job‑Specific Licenses or Certifications Obtain and maintain a valid and active Florida Certified Contract Manager certification within 1 year of hire. Preferred Qualifications Bachelor’s degree in environmental, engineering, natural/social sciences, or business/finance management. Knowledge of wastewater and stormwater treatment practices. Experience in managing state agreements and contracts and the state procurement process. Active and valid Florida Certified Contract Manager (FCCM) status. Knowledge of environmental issues and laws, especially as they relate to water and ecosystem issues in Florida. Excellent communication and people skills. Excellent organization and time management skills. Pay $3,945.84 monthly; $47,350.08 annually Benefits Annual and Sick Leave benefits. Nine paid holidays and one personal holiday each year.
