Position Overview and Responsibilities:
ENVIRONMENTAL SPECIALIST II (37021016) Clean Water State Revolving Fund Program
Division of Water Restoration Assistance This position will primarily provide technical review and approval of asset management plans, facilities plans, plans & specifications, and construction oversight. This position will be involved with implementing the State Revolving Fund Loan Program authorized under Title VI of the Clean Water Act, Section 1452 of the Safe Drinking Water Act, Chapter 403.1835, F.S., Chapter 403.8532, F.S., and the Small Community Wastewater Construction Grants program authorized under Chapter 403.1838, F.S. The incumbent will be required to work 40-hour work weeks, Monday through Friday, and be present for work between the core hours of 9AM – 3PM on site at your workstation. Compliance with the processing requirements of Chapter 215.422, F.S. is mandatory. Persistent failure to comply with this section by any agency of the state shall constitute good cause for discharge of employees duly found responsible, or predominantly responsible, for failure to comply. This is a first level intermediate environmental position as it pertains to Federal Clean Water and Safe Drinking Water Acts, Chapter 403, Florida Statutes, and Chapters 62-503, 62-505, and 62-552, Florida Administrative Code (F.A.C.), manage or assist in the management of the planning, design, and construction phase of projects. Responsibilities include reviews, and coordination of reviews by experts, of planning documents to ensure the scope of the document is eligible and appropriate; of plans and specifications and permits to ensure conformity with planning documentation; and of disbursement requests and change orders for eligibility and accuracy; as well as, coordinating construction inspections to ensure the construction is in accordance with the accepted plans and specifications and program requirements. File documents in the agency filing database. Assist project managers and inspectors with document filing and tracking related to compliance with federal requirements for construction projects, including Buy American Building America (BABA), American Iron & Steel (AIS), and the Davis Bacon Act. Assist project managers with application and tracking of waiver requests for BABA and AIS. Assist with the Clean Watershed Needs Survey. Prepare or assist in preparation and publication of environmental information documents, ensuring the environmental information is adequately addressed in compliance with Chapters 62-503, 62-505, and 62-552, F.A.C. Manage or assist in the management of state contracts for technical assistance for the state revolving fund programs. Performs other duties as assigned. Required Knowledge, Skills, and Abilities:
Knowledge of: the concepts, terminology, principles, of construction management
public works financing concepts and terminology
governmental funding programs for public works
environmental problems and mitigation thereof Skill in: professional use of Microsoft Office Suite Ability to: communicate effectively verbally and in writing
plan, organize, prioritize, coordinate, and carry out work assignments
understand and apply applicable rules, policies, and procedures
establish and maintain effective working relationships with others
demonstrate a high level of computer competency Minimum Qualifications: A Valid driver’s license. Applicable Job-Specific License or Certifications: Obtain and maintain a valid and active Florida Certified Contract Manager certification within 12 months of hire. Preferred Qualifications: Experience in managing state agreements and contracts and the state procurement process.
Florida Certified Contract Manager (FCCM) status.
Knowledge of environmental issues and laws, especially as they relate to water and ecosystem issues in Florida.
Excellent communication and people skills.
