Position Overview This position is accountable for conducting on-site inspections and reviews of departmental compliance with relevant laws, polices, directives, and processes. The incumbent assists the Northern Construction Quality Engineer in assuring that construction inspection, documentation, and the quality of materials is following project requirements and departmental policies and procedures. Additionally, this position requires the ability to interpret contract language, plan documents, material designs and testing, and other relevant documents for state and federally funded projects. Essential Functions

Conducts on-site inspections and compliance reviews to ensure proper documentation and compliance with applicable rules and regulations pertaining to the delivery of the Highway Improvement Program. Develops and executes a variety of testing techniques to ensure the accuracy of payments to contractors and documents and reports results. Compiles information for Investigative Summary Reports to document adherence to applicable rules and regulations. Provides recommendations and submits the report to the Northern Construction Quality Engineer for processing. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees. Performs other duties as assigned. Minimum Qualifications

Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois. Four years of experience in civil engineering. Preferred Qualifications

Experience in transportation construction and material inspection. Experience with construction documentation. Ability to effectively create and maintain spreadsheets, databases, and documents. Ability to keep sensitive information confidential. Conditions of Employment

Valid driver’s license. Frequent statewide travel with overnight stays. Successful completion of a background screening. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
