Hybrid Workplace Arrangement Although this position will be designated under the department’s hybrid workplace program, it will still be required to report to the department office on a scheduled basis and at the discretion of the supervisor, based on business need. Position SGA 5169 Pipeline Safety Inspector – OMI (Operations, Maintenance, and Inspection) Pipeline Safety Inspector. Job Overview The Colorado Public Utilities Commission’s Pipeline Safety Program administers a statewide hazardous gas pipeline safety program. The Pipeline Safety Inspector conducts comprehensive safety audits and investigations, performs risk‑based inspections, and assists in compliance activities for jurisdictional hazardous gas pipeline operators. Responsibilities Inspect pipeline operator facilities (pipelines, pressure control facilities, compressor stations, etc.) and observe field operations to verify compliance with pipeline safety regulations. Complete required U.S. OPS (PHMSA) classroom and computer‑based training. Audit jurisdictional pipeline operators’ procedures, processes, and records to verify compliance (Standard Inspection). Identify areas of non‑compliance or inconsistencies with state or federal regulations or industry standards. Observe operator tasks and look for inconsistencies in procedures and performance records. Participate in damage‑prevention discussions, regional councils, and public awareness program evaluations. Assist in presenting to stakeholders and in operator training. Minimum Qualifications There are two paths to qualify: Option 1 – Experience: Five (5) years of relevant full‑time professional experience in oil and gas inspection, safety compliance, public sector or a government agency, including auditing, quality control, and/or investigating transit‑related work. Option 2 – Education and Experience: Associate’s Degree: Graduation with an associate's degree in applied science, civil engineering, mechanical engineering, environmental engineering, environmental policy, environmental studies, mathematics, or a related field AND at least three (3) years of relevant professional experience. Bachelor’s Degree: Graduation with a bachelor’s degree in any of the above fields AND at least one (1) year of relevant professional experience. Preferred Qualifications Advanced degree in civil, electrical, or mechanical engineering. Experience reading, interpreting, and applying laws, rules, and policies. Knowledge of Colorado PUC regulated industries. Experience conducting compliance audits. Experience reviewing documents for completeness and accuracy.
